Job Description
Overview Our client is a well-established, employee-owned multidisciplinary consulting firm with a strong national presence, supporting public and private sector clients across infrastructure, transportation, and environmental markets. They are looking to hire a senior water resources leader to help grow and shape their practice in either Philadelphia or Pittsburgh. This is a high-impact position offering full ownership over business growth, team development, and project delivery across Pennsylvania. This role is ideal for someone who combines strong technical capability with a commercial mindset, and is motivated by building teams, developing client relationships, and expanding a regional presence in stormwater, drainage, and water resources engineering. Why this role stands out Opportunity to lead and grow a water resources practice in a key regional office Strong existing transportation and municipal project pipeline Clear path into senior leadership within an employee-owned business Ability to build and mentor a team while shaping long-term strategy Exposure to high-profile infrastructure and resilience projects across Pennsylvania Key responsibilities Growth and client development Drive expansion of the water resources practice across Pennsylvania through strategic business development Build and maintain relationships with municipalities, DOTs, and public-sector clients Lead pursuits, proposals, and client presentations Represent the firm at industry events, conferences, and professional organisations Team leadership Recruit, mentor, and grow a high-performing water resources team Provide coaching, performance feedback, and career development support Build a collaborative, accountable, and growth-focused team environment Support succession planning and long-term team development Technical delivery Oversee and contribute to stormwater management, drainage, and erosion and sediment control design Lead hydrologic and hydraulic analysis and modelling across a range of project types Support transportation drainage and infrastructure projects, along with municipal and watershed programmes Guide delivery through Pennsylvania regulatory frameworks, including stormwater requirements, MS4 programmes, and TMDL implementation Ensure high-quality technical output and adherence to QA/QC standards Operational and financial performance Manage P&L for the local water resources group, including budgeting and resourcing Align staffing with project workload to ensure efficient delivery Support overall office performance and strategic growth initiatives Required experience Bachelor's degree in Civil Engineering or a related discipline 15+ years of experience in water resources engineering Professional Engineer (PE) licence Strong background in project delivery, team leadership, and business development Experience working with public-sector clients and managing multidisciplinary teams Preferred experience Expertise in Pennsylvania stormwater regulations, MS4 programmes, and TMDL implementation Experience supporting transportation drainage and infrastructure projects Proficiency with H&H modelling tools such as HEC-RAS, HEC-HMS, SWMM or similar Familiarity with design platforms such as MicroStation, AutoCAD, or ORD Established relationships with Pennsylvania agencies, municipalities, or DOT clients Track record of building teams and growing a regional practice Working environment
