Federal Programs Manager Estem Public Charter School - 2.9 Little Rock, AR Job Details Full-time 7 hours ago Qualifications Bachelor's degree Full Job Description Position Summary The eStem Public Charter Schools Federal Programs Manager provides leadership and oversight for the implementation, compliance, monitoring, and continuous improvement of federal programs, categorical spending, and grant-funded initiatives. The position is responsible for overseeing both programmatic and fiscal components of federal programs and categorical spending to ensure alignment with eStem priorities, state and federal requirements, and student achievement goals. This role places a strong emphasis on parent and family engagement, grant oversight, fiscal accountability, stakeholder collaboration, MTSS support systems, and equitable opportunities that improve outcomes for eStem students and families. Essential Duties and Responsibilities Federal Programs Leadership and Compliance Coordinate implementation and monitoring of federal programs including Title I, Title II, Title III, Title IV, McKinney-Vento, Categorical funds and other applicable grants across eStem Public Charter Schools. Ensure compliance with federal, state, district, and Arkansas Department of Education (ADE) requirements. Maintain audit-ready documentation for federal monitoring activities. Coordinate needs assessments, schoolwide plans, Parent and Family Engagement plans, annual evaluations, and continuous improvement efforts. Monitor deadlines, reporting requirements, and required documentation within ADE systems including AR App. Provide guidance and support to school leaders regarding federal program implementation. Fiscal Management and Grant Oversight Manage all fiscal and programmatic aspects of assigned grants, categorical funds and federal programs. Develop, monitor, revise, and reconcile grant budgets in collaboration with district leadership and finance personnel. Prepare and manage preliminary and revised budgets within AR App and monitor carryover, amendments, and grant revisions. Utilize eFinance to monitor account coding, purchase requests, expenditures, account balances, budget transfers, and budget modifications. Monitor expenditures to ensure compliance with Supplement Not Supplant (SNS), Maintenance of Effort (MOE), comparability requirements, and allowable cost principles. Maintain expenditure tracking systems and complete expenditure trails including purchases, contracts, payroll, stipends, travel, inventory, and consultant agreements. Prepare fiscal reports, budget narratives, grant amendments, and required state and federal reporting documentation. Monitor spending trends and identify potential budget concerns or corrective actions. Support payroll documentation including semiannual certifications and time-and-effort reporting requirements. Maintain audit-ready records for internal audits, ADE monitoring, and financial compliance reviews. Coordinate responses and corrective actions related to fiscal or programmatic findings. Collaborate with district staff to ensure transparency, accountability, and effective stewardship of grant funds. MTSS Support and Program Coordination Support implementation and continuous improvement of Multi-Tiered Systems of Support (MTSS) across eStem Public Charter Schools. Collaborate with school leadership teams to ensure interventions, supports, and services align with identified student needs and district priorities. Assist in monitoring and evaluating the effectiveness of academic, behavioral, and attendance interventions using multiple data sources. Support schools with documentation and processes related to intervention planning, progress monitoring, and student support systems. Utilize student achievement and intervention data to identify trends, recommend supports, and guide decision-making. Collaborate with school teams to ensure alignment between MTSS processes, federal programs, and equitable student support services. Support professional learning and technical assistance related to intervention practices and MTSS implementation. Parent and Family Engagement Lead eStem Public Charter Schools Parent and Family Engagement initiatives aligned with ESSA Section 1116 requirements. Coordinate opportunities for meaningful parent and stakeholder participation in planning and decision-making. Support schools in developing Parent and Family Engagement plans, school-parent compacts, and annual meeting requirements. Develop and implement strategies to build parent capacity and strengthen home-school partnerships. Coordinate family communication efforts and maintain required documentation and evidence. Analyze engagement data and recommend strategies for continuous improvement. Stakeholder Collaboration and Program Support Build partnerships with community organizations and external stakeholders. Provide technical assistance and training related to federal program requirements and fiscal compliance. Collaborate with school leaders and district departments to support implementation efforts. Participate in district committees and support grant-writing opportunities. Monitor program effectiveness using fiscal, stakeholder, and student data to guide decision-making and sustainability efforts. Qualifications Education Bachelor's degree required Master's degree preferred in Education, Educational Leadership, Public Administration, Business Administration, or related field Experience Minimum of three to five years of educational leadership, federal programs, grants management, MTSS, or related experience preferred Experience with federal compliance, fiscal oversight, AR App, eFinance, and grant reporting systems preferred Experience coordinating Parent and Family Engagement initiatives preferred Knowledge, Skills, and Abilities Knowledge of federal programs, categorical funds, ESSA requirements, ADE regulations, MTSS frameworks, and fiscal compliance requirements Knowledge of AR App, eFinance systems, and grant reporting processes preferred Knowledge of SNS, MOE, comparability, and allowable cost requirements Strong organizational, project management, communication, and data analysis skills Performance Expectations The Federal Programs Manager with MTSS Support will demonstrate: Effective management of programmatic and fiscal responsibilities Strong grant management, compliance, and audit readiness practices Accurate fiscal reporting and expenditure tracking Increased stakeholder and parent engagement Effective support of MTSS implementation and student intervention systems Effective stewardship of grant funds and improved outcomes for eStem students and families
