Job Description

Oversees and performs daily, monthly and year-end professional accounting duties for the Office of Title and the Office of Community Schools. Reviews and analyzes reports, prepares annual consolidated financial statements and monthly financial projections. Oversees and participates in the preparation and review of various specialized financial reports. Participates in year-end audit of grant funds. Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
:
Education, Training and Experience :
Graduation from an accredited college or university with a bachelor's degree in accounting, finance, or a related field. Three years of professional accounting experience. Governmental accounting experience preferred.
Knowledge, Skills, and Abilities :
Thorough knowledge of GAAP and standard accounting business practices. Thorough knowledge, skills, and abilities in organizing, prioritizing, analyzing, presenting, and maintaining data, both electronic and paper. Knowledge, skills, and abilities in use of Excel spreadsheets, Microsoft Word, databases, and Outlook. Skill and ability to communicate effectively orally and in writing. Skill and ability to maintain accurate records and produce necessary reports. Ability to train fiscal, school-based and office personnel in the use of accounting software and established policies and procedures. Ability to work independently and perform assigned accounting responsibilities with a minimum need for direct supervision and review. Ability to establish and maintain effective working relationships. Ability to appropriately maintain confidential information.
PHYSICAL AND ENVIRONMENTAL CONDITIONS
: The work of this class is generally sedentary and performed in an office environment. Requires the use of computers and other office equipment.

$77,477 to $124,622 (Annual Salary Scale for Exempt 12-Month Employees Represented by

Pre-Employment Requirements:
All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US. If you have military experience, you will be asked to provide a copy of DD214. Official transcripts will be required upon hire and must be sent via escript/clearinghouse from your university. Some positions will require employees to undergo a physical examination and/or drug testing. All newly hired personnel must attend a Benefits and Retirement Orientation meeting. EXAMPLES OF DUTIES
: Provides leadership and support to team members and stakeholders regarding accounting operations, policies, and procedures to ensure compliance. Collaborates with Directors and Fiscal Supervisor to develop specialized financial reports and management tools. Facilitates and prepares financial statements and monthly projections for all grant funds of the Office of Title I and Office of Community Schools. Prepares Annual Financial Reports (AFRs) for individual grants in accordance with Maryland State Department of Education (MSDE) requirements. Oversees and ensures that special grants are utilized and exhausted in accordance with federal and state guidelines. Prepares detailed reconciliations of revenue and expenditures of all grant funds. Verifies and reconciles information housed in payroll and financial systems. Reviews and approves disbursements, journal entries, and cash remittances. Reviews expenditure transactions submitted by office personnel for compliance with procedures and State financial reporting requirements. Oversees and develops annual budget requests for the department. Reviews and monitors grant expenditures of the department. Maintains grant budgets in the automated financial system. Participates in the development and completion of budget narratives and C-1-25's. Consults with department heads, and other program managers with questions about accounting procedures and the financial accounting systems. Develops training materials related to time and effort requirements for school-based secretaries/bookkeepers, office/department heads, and other program managers. Participates in the training of school-based secretaries/bookkeepers, office/department heads, and other program managers related to fiscal compliance. Develops ad hoc financial reports for review and distribution to office/department heads. Conducts financial activity analyses as necessary. Oversees and analyzes fiscal spending and creates documents for the annual options submission to executive leadership. Reviews and approves cash receipts from MSDE. Participate in the completion of Title I special grants: 1003a, 1003g, CSI grant, etc. Manage and provide spending guidance for all Title I and Concentration of Poverty (CoP) central programs. Performs other duties as assigned.
