DISTINGUISHING FEATURES OF THE CLASS
 This position plays an important role in the execution of the financial activities of the City The position assists the Comptroller in all aspects of the accounting of city finances, including accounts payable, payroll, bond ordinances, cash management, journal entries, general ledger and preparing financial statements, within City policy and procedures This position reports directly to the City's Comptroller
TYPICAL WORK ACTIVITIES
 Prepare various financial reports accurately and according to City policy and procedures Assist Comptroller in preparing annual budget; review and approve all purchase requisitions 'review and approve all accounts payable; manage cash accounts and ensure the City is in compliance with federal, state and city law; monitors financial operations of joint sewage treatment plant; reconciliation of all general ledger accounts with supporting documentation; assist in writing procedures for all accounting function with Staff Accountant; assist in year-end audit; oversee payroll functions; file quarterly 941 and yearly W-2's, 1099's and 1095's-5; make payroll tax payment timely and accurately; initiates wire transfers to pay debt and other expenses in a time manner; works with Department Heads to create budget amendments as needed; works with Staff Accountant on fixed asset system
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES & PERSONAL CHARACTERISTICS
 Thorough knowledge of accounting, strong analytical skills and ability to handle multiple projects simultaneously within deadlines; intermediate to advanced computer literacy with Word, Excel and other financial software; ability to work with others under deadlines within a changing environment; ability to work independently and take initiative; excellent problem solving, communication skills, organizational and time management skills required; government experience in a financial office is helpful
MINIMUM QUALIFICATIONS
A Graduation from a regionally accredited or New York State registered college with a Master's degree in Accounting or a closely related field, including or supplemented by 18 semester credit hours in accounting, with 2 years of relevant experience; OR B Graduation from a regionally accredited or New York State registered four year college with a Bachelor's degree in Accounting or a closely related field, with 18 semester credit hours in accounting, with four years of relevant experience Before submitting your application, please make sure that your skills, qualifications, and competencies align with this job posting and are clearly stated on all documents that you submit to the City of Binghamton
