The Department of Healthcare and Family Services (HFS's), Division of Finance, Bureau of Fiscal Operations is seeking to hire a Payroll Accountant. This position will conduct accounting and auditing activities involving the maintenance and examination of Healthcare and Family Services' (HFS) decentralized support system related to employee attendance, payment records, and departmental funds. The accountant also analyzes, posts, and reconciles a variety of detailed data to ensure personal services and employer benefits accounts balance with the Comptroller, reviews, posts, and reconciles detailed, non-standard, deduction accounts, provides professional assistance to Department employees, managers, and other State agencies regarding fiscal disbursements and adjustments, and assists in developing and implementing enhancements to the Department's accounting system. HFS is an equal opportunity employer.Essential Functions Under general supervision, serves as a Payroll Processor for the Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Fiscal Operations by conducting accounting and reconciliation activities involving the maintenance and examination of HFS' Payroll and Timekeeping systems, including e2053 related to employee attendance and payment records Analyzes, posts, and reconciles a variety of detailed data to ensure personal services and employee benefits balance Reviews, posts, and reconciles detailed, non-standard, deduction accounts including flexible spending, deferred compensation, dependent care, medical care assistance, miscellaneous insurance, and savings bonds Provides professional assistance to Department employees, managers, and other State agencies regarding timekeeping and payroll adjustments Assists in developing and implementing enhancements to the Department's payroll and timekeeping procedures Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in business administration and accounting or four (4) years of technical accounting experience•Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
