GENERAL PURPOSE
The Compliance Auditor is committed to operating with integrity and is responsible to administer the objectives of the Office of Compliance. The Compliance Auditor oversees, evaluates, and enforces compliance of the Allentown Water and Sewer Utility System Concession and Lease Agreement (CLA) and the Operating Standards (OS) policies and procedures set forth from the City. The Compliance Auditor recommends remediation for non-compliance with the CLA and OS requirements. The Compliance Office advocates for fairness, serves as a source of information and support, and acts as a conduit between the Concessionaire and the City.

Works under the supervision of the Director of Public Works.
SUPERVISION EXERCISED
Exercise supervision over administrative staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
" Provides confidential, neutral assistance for City rate payers to protect against unfair treatment and help resolve conflicts and disputes. Listens to grievances, investigates, and resolves complaints, educates the City and Concessionaires regarding their rights. " Provides confidential consultations and offers options for conflict resolution. " Supports all phases of CLA and OS including evaluating applications, specifying conditions, and inspecting sites. " Formulates and understands the CLA and OS and recommends manner of implementation. " Collaborate, establish, and implement agreements (including memorandums of understanding). " Advises staff and Concessionaire regarding existing standards and requirements under the CLA, OS, and Federal, State, Local regulations. " Performs as City's liaison with Concessionaire and rate payer to assist in achieving program compliance. " Monitors, investigates, and assesses compliance of the CLA and OS. Initiates action to remediate and resolve CLA and OS non-compliance. " Assigns Operational Liquidated Damages as required and in conformance with Standards set forth the in CLA and OS. " Performs announced and unannounced inspections. " Reviews and comments on proposed capital planning. " Reviews conceptually and substantially complete designed capital projects, provides direction and comments to maintain compliance with CLA, OS, and City ordinances and procedures. " Coordinates and collaborates with Concessionaire to effectively implement capital projects to maintain compliance with CLA, OS, and City ordinances and procedures. " Oversees the design of facilities, as required. " Provides technical guidance and support. " Reviews and evaluates compliance reports and regulatory reports. " Reviews and evaluates permits. " Prepares necessary annual reports as required by CLA and OS. " Facilitates meetings as required by CLA and OS. " Advises the Water & Sewer (Lease & Operations) Compliance Review Board on the Concessionaire's compliance with the CLA and OS. " Manage revenue and expense funds by verifying assets and liabilities and requests funding as necessary. " Reviews and monitors Service Charges established by the CLA " Establish and review cost procedures for services exchanges. " Coordinates and consults with appropriate support groups. " Reports on the number of grievances and complaints, identifying patterns and problem areas and making recommendations to management on areas for improvement. DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
" Graduation from a four-year college or university with major course work in environmental engineering or related field preferred, " At least four years field experience in related areas and compliance with Federal regulations, " Equivalent combination of related education and experience.
Necessary Knowledge, Skills and Abilities:
" Ability to interpret and understand the elements of the CLA and OS and apply accountability standards set forth. " Ability to maintain confidentiality, demonstrate integrity, openness, and objectivity. " Possess experience with conflict resolution, how decisions impacts others, and strategic thinking. " Strong ability to perform well and be unfailingly diplomatic in a high pressure and complex environment. " Ability to establish and maintain effective working relationships with City officials, supervisors, managers, employees, and the general public. " Ability to establish and maintain effective working relationships with the Concessionaire, Federal and State Officials, Industrial Executives, and personnel of public entities and agencies. " Considerable knowledge of current Federal and State rules, regulations and standards applicable to the operations of Water, Wastewater Utilities, Water Distribution, Water Filtration, and Wastewater Collection. " Ability to interpret rules, regulations, and policies and to make decisions based upon them. " Ability to gather and analyze information and demonstrate strategic thinking. " Thorough knowledge of policies and procedures of standard operating procedures. " Ability to analyze comprehensive technical reports. " Ability to keep complex records, to assemble, organize data. " Prepare comprehensive technical reports and deliver presentations. " Thorough knowledge of proper records management and record retention. " Administer existing and proposed programs. " Possess strong problem-solving skills. " Ability to plan, organize and supervise the work of others. " Comprehensive knowledge of administrative principles and practices. " Ability to communicate effectively, both orally and in writing. " Eexercise sound judgment, and demonstrate the ability to envision and deliver innovative solutions. " Proven analytical, planning, and organizing skills.
SPECIAL REQUIREMENTS
Possession of a valid driver's license of the applicable classification for this position. Possession of Valid Pennsylvania operator's license in water or wastewater facilities or ability to obtain knowledge by completing certified Treatment Plant Operator course within one year of appointment; or professional engineer's license in engineering from the State of Pennsylvania or ability to obtain within one year of appointment.
TOOLS AND EQUIPMENT USED
Requires intensive daily use of personal computer, including Microsoft Office programs, and City intranet.
