This is a hands-on leadership position for someone who can teach, coach, solve problems, support our operations, and step in when and where they are needed. You will work with employees and leaders throughout our organization, helping build strong training programs, promote a culture of safety, maintain regulatory and contractual compliance, and support our locations during both everyday operations and challenging situations. This position requires significant travel, flexibility, sound judgment, and a willingness to get involved. Some days you may be developing training or reviewing compliance; others you may be in a classroom, evaluating an operation, supporting a General Manager, or traveling on short notice to help a location that needs you. Responsible for the training of Paratransit Services employees and external customers to ensure that individuals and groups gain and maintain the knowledge and skills necessary to perform their essential job functions. Training subjects may include, but are not limited to: CPR/First Aid, Defensive Driving Courses (DDC-4/8), customer service, safety, driving skills, vehicle operations, equipment operations, general office skills, and other subjects as deemed necessary. Provides training, safety, audit, compliance, facilities, and operational support services to internal and external customers and Company locations as needed. Supports companywide compliance with applicable federal, state, and local laws, regulations, standards, contractual requirements, and industry best practices related to transportation operations, workplace safety, employee training, and regulatory compliance. This includes, as applicable, requirements and standards established by the Occupational Safety and Health Administration (OSHA), Federal Motor Carrier Safety Administration (FMCSA), Federal Transit Administration (FTA), U.S. Department of Transportation (DOT), state Departments of Transportation, state occupational safety and health agencies, and other federal, state, and local regulatory or oversight agencies having jurisdiction over Company operations. Provides oversight of Facilities Maintenance operations for the Corporate Office and associated Paratransit Services properties in the Bremerton area. Responsibilities include supervision and scheduling of assigned Facilities personnel, facility maintenance coordination, building safety systems, emergency equipment, supplies, grounds, and vendor/service coordination necessary to maintain safe, functional, and compliant facilities. Performs other duties as assigned.
DUTIES 1.
Manages and oversees the development and implementation of Company training programs. Training programs include computer and internet-based training, classroom instruction, and practical skills training. 2. Oversees the development, implementation, and evaluation of Company safety policies, procedures, programs, and training to support compliance with applicable federal, state, and local regulatory requirements, including
OSHA, FMCSA, FTA, U.S.
DOT, state Departments of Transportation, state occupational safety and health agencies, and other regulatory or oversight authorities having jurisdiction over Company operations. Monitors regulatory and industry developments affecting safety and training programs and recommends changes necessary to maintain compliance, reduce workplace injuries and vehicle collisions, and support safe transportation operations. 3. Conducts on-the-job and classroom training on a regular basis or as needed on a variety of subjects, including driver training, customer service, substance abuse, safety, and other operational topics. 4. Develops training resources through research and development and maintains appropriate involvement in professional training, safety, and development organizations. 5. Oversees maintenance of employee and instructor certifications and licenses to ensure they remain current and compliant with applicable requirements. 6. Monitors and evaluates trainers, OJT trainers, and training programs to ensure internal, contractual, regulatory, and industry training standards are maintained. 7. Assists with new contract start-ups, operational transitions, and other special projects as assigned. 8. Participates in professional training and development organizations to ensure current instructional techniques, industry practices, regulatory developments, and resources are available to the organization. 9. Develops and administers the department budget. 10. Monitors and maintains corporate records related to contract and regulatory requirements to ensure compliance with instructor licenses, certifications, and other training requirements. This includes records required by internal standards and external training agencies such as the National Safety Council and Evergreen Safety Council. 11. Develops, implements, and maintains training activities and standards for driver classroom trainers and OJT trainers. 12. Assists General Managers with the development and administration of their training programs to ensure compliance with contract requirements, applicable regulatory requirements, and corporate standards. 13. Monitors and evaluates training and collision records, conducts assessments, and recommends appropriate corrective training or other action to the General Manager. 14. Communicates training, safety, audit, and compliance issues to General Managers, Executive Management, Department Heads, and other appropriate personnel. 15. Provides operational, training, safety, compliance, and project support to Company locations as directed by Executive Management. 16. Provides reports to the Executive Management Team as required. 17. Conducts an annual Site Audit at each operation to evaluate compliance with Company policies, contractual requirements, and applicable federal, state, and local regulatory requirements. Audits include review of safety, training, and HR records; facility inspections for safety and security concerns; Driver Skills Assessments; OJT observations; and other compliance elements as applicable to the operation. This position also serves as a critical operational support resource for the Company and must be available to respond to needs at Company locations when additional management, training, safety, compliance, or operational support is required. Such assignments may include, but are not limited to, natural disasters and other emergencies, significant employee or management shortages, operational disruptions, contract start-ups, temporary management or operational coverage, regulatory or compliance needs, or other circumstances requiring on-site support. Travel is an essential requirement of this position and may total four months per year or more, depending upon Company and operational needs . Assignments may range from short-duration trips to extended periods at another Company location. Travel may be required with very little advance notice and may be by vehicle or commercial air travel depending upon the location, urgency, and required arrival time. Due to the nature of this responsibility, critical or emergency operational needs may require changes to personal plans, including the modification or cancellation of previously approved leave .
FACILITIES MAINTENANCE RESPONSIBILITIES 18.
Provides general oversight, scheduling, and coordination of the Facilities Maintenance Department for the Corporate Office and other Paratransit Services properties located in the Bremerton area. 19. Provides direct supervision of assigned Facilities Maintenance personnel, currently consisting of one part-time employee scheduled approximately 20 hours per week. Responsibilities include scheduling and prioritizing work assignments, providing direction, monitoring completion of assigned work, and addressing facility maintenance needs as they arise. 20. Reviews, prepares, and submits payroll and timekeeping information for assigned Facilities Maintenance personnel in accordance with Company payroll procedures and established deadlines. 21. Maintains appropriate inventories of facility, custodial, maintenance, safety, and other building supplies and coordinates purchasing and replenishment as necessary. 22. Oversees the inspection, maintenance, readiness, and replenishment of facility safety and emergency equipment, including First Aid kits, Automated External Defibrillator (AED) units, Bloodborne Pathogen (BBP) kits, emergency eyewash equipment, and other required emergency supplies. 23. Maintains and monitors the facility Safety Data Sheet (SDS) program and SDS Binder and assists in ensuring appropriate documentation is available and current for hazardous chemicals and materials maintained or used at the facility. 24. Coordinates scheduled and unscheduled maintenance, service, repair, testing, and inspection of Corporate Office building systems and equipment, including HVAC systems, emergency generators, fire alarm and life-safety systems, and other facility equipment and infrastructure. 25. Coordinates required inspection, servicing, and annual certification of facility fire extinguishers and monitors completion and documentation of required corrective actions. 26. Coordinates with outside vendors, contractors, service providers, and Company personnel regarding facility maintenance, repairs, inspections, preventative maintenance, and projects. Monitors work as appropriate to ensure identified facility needs are addressed. 27. Routinely evaluates the Corporate Office and associated Bremerton-area properties for maintenance, safety, security, grounds, and operational concerns and initiates or recommends corrective action as appropriate. 28. Maintains and manages the Corporate Office flagpole and the display, raising, lowering, and positioning of flags in accordance with Company policy, including appropriate action when flags are ordered to half-staff. 29. Provides and coordinates facility response during snow, ice, and other adverse weather events. Must be able and willing to operate the Company truck and snowplow, perform snow removal from Company property, and apply salt, ice melt, or other approved deicing materials to parking areas, walkways, entrances, and other areas as necessary to maintain safe access to Company facilities. 30. Must be flexible, adaptable, and a team player, with the ability to adjust priorities in response to changing Company and operational needs. 31. Demonstrates excellent customer service and interpersonal communication skills and must be able to communicate effectively at all levels within the organization and with customers, vendors, clients, regulatory agencies, contractors, and other stakeholders. 32. Performs other duties as assigned.
PHYSICAL DEMANDS
Work is conducted in various environments, including offices, vehicles, classrooms, maintenance and operating facilities, grounds, mechanical spaces, and other Company locations. Frequent travel is an essential function of the position and may total four months per year or more depending upon operational needs , including extended assignments away from the Corporate Office and the employee's home location. In addition to scheduled travel, the position must be available to respond to urgent operational needs with very little advance notice. Travel may be by vehicle or commercial air transportation and may require overnight accommodations, extended stays, evenings, weekends, and holidays. Critical operational needs may occasionally require modification or cancellation of previously approved leave. Long or flexible hours of work may be required. Depending upon projects and training needs, the employee may spend up to 50% of the time working at computers. Work may include periodic inspection of buildings, grounds, equipment, mechanical spaces, vehicles, and other facility areas and may require walking, standing, bending, reaching, climbing stairs, and other physical activity associated with facility inspections, minor maintenance activities, and emergency response. The position requires the ability to perform facility and grounds-related activities during adverse weather conditions, including snow and ice events. Must be physically capable of operating a Company truck equipped with a snowplow and performing snow and ice control activities, including the handling and application of salt, ice melt, or other approved deicing materials. Work may be performed outdoors during inclement weather and may require reporting outside of normal business hours when necessary to maintain safe access to Company facilities. Requires the ability to push, pull, carry, and lift up to 50 pounds when transporting training materials, facility supplies, safety equipment, de-icing materials, or performing other assigned duties.

Working knowledge of applicable transportation, workplace safety, training, and regulatory requirements and the ability to research, interpret, and apply federal, state, and local regulations, standards, contractual requirements, and Company policies. Ability to monitor changes in regulatory requirements and industry standards, evaluate their potential impact on Company operations, and assist in developing or recommending appropriate policies, procedures, training, or corrective actions. Working knowledge of general facility maintenance practices, workplace and life-safety systems, emergency equipment, hazardous materials communication requirements, and the ability to coordinate facility maintenance activities, vendors, contractors, inspections, and preventative maintenance programs. Ability to supervise assigned personnel, establish priorities, schedule work, monitor completion of assignments, and perform required administrative and payroll-related functions. Ability to communicate effectively, both orally and in writing. Ability to organize and manage multiple projects and priorities, exercise sound judgment, work independently, and adapt to changing operational circumstances. Ability to work effectively with employees and management at all levels of the organization and to provide leadership and support during periods of operational disruption, emergency, or increased need.
MINIMUM QUALIFICATIONS
Bachelor's degree in education, business, safety, transportation, or a related field, with an emphasis in employee development, plus two years of relevant experience; or an equivalent combination of education, training, and progressively responsible professional experience that provides the knowledge, skills, and abilities necessary to successfully perform the duties of the position. Relevant professional experience may be substituted for formal education. Prior training experience within the transportation industry is preferred. Ability to obtain and maintain a Commercial Driver's License as required by the Company. Must possess and maintain a valid driver's license and be able to safely operate Company vehicles and assigned facility equipment, including a Company truck equipped with a snowplow. Ability and willingness to travel extensively, potentially totaling four months per year or more, depending upon operational needs. Must be capable of accepting short-notice and extended travel assignments, traveling by vehicle or commercial air transportation, and remaining away from the Corporate Office and home location for extended periods when required.
WAGE RANGE AND BENEFITS
Wage is $85,000.00 Annually.
