Job Description
GENERAL SUMMARY
Support the COO and Controller with the daily operation and administration of DCU's
BSA & ERM
program responsibilities. Maintains a comprehensive enterprise risk management program that addresses all risks faced by the credit union. Develops and maintains policies and procedures related to risk management. Manages, retains, and recommends changes / enhancements for the credit union's policy library. Develops and delivers training programs on risk management practices to credit union staff. Adhere to regulation and organization polices, maintain awareness and knowledge of all aspects of the Bank Secrecy Act and related regulations such as the USA Patriot Act, OFAC and Fair Lending. Under general supervision, performs a variety of routine and semi-complex accounting and operational duties in the Accounting Department including but not limited to: balancing and reconciliations, processing accounts payable, performing duties related to internal control and auditing, forensic accounting research and problem solving. Manages dormant accounts and sends monthly / annual notices to members, as well as the annual escheatment to the State. Responds to questions and/or provides information upon request from both internal and external sources, i.e.: auditors, accountants, directors, and co-workers.
MAJOR RESPONSIBILITIES COMPLIANCE / RISK MANAGEMENT 1.
Develops and implements a comprehensive risk management program that addresses all risks faced by the credit union. Develops and maintains policies and procedures related to risk management. 2. Manages the credit union's Enterprise Risk Management (ERM) program. This includes but is not limited to: setting review/audit schedules; follow-through on completion of such reviews/audits by working with the responsible Team leads; documenting all review/audit findings and follow-through on management responses within the ERM documentation system; leads and directs the routine Supervisory Committee ERM review. 3. Manages and maintains the credit union's policy library. Ensures the credit union's governance practices comply with legal and regulatory requirements. Assists in updating and reviewing policies and procedures based on regulatory changes, internal audits, and examinations by regulatory agencies. 4. Oversee the ongoing review of BSA policies, procedures, and other documents to ensure they are accurate and up to date. 5. Responsible for monitoring daily reports for suspicious activity and/or structuring. Maintain ongoing records. 6. Complete Currency Transaction Reports (CTRs) and Suspicious Activity Reports (SARs) within proper time limits. 7. Conduct Office of Foreign Assets Control (OFAC) and FinCEN watchlist checks and maintain documentation. 8. Assist in the maintenance of DCU's Compliance Training Program. Conduct training with staff on an as needed basis. 9. Develop and maintain relationships with senior management and external partners, including auditors, regulators, and other risk management professionals. Acts as a liaison with external auditors in a professional manner and explains specific policies and procedures as needed. 10. Acts as the Supervisory Committee Secretary and Liaison. Coordinates, assists, and documents in minutes, all meetings of the Committee. 11. Supports DCU projects & initiatives. 12. Foster a culture of compliance awareness; remain aware of risks within DCU and the industry.
ACCOUNTING / ADMINISTRATION 1.
Maintains current knowledge of both State and Federal Regulations - DLLR & NCUA, general accounting principles and equipment related to a computerized accounting function by reading, researching, and attending NCUA, Credit Union League, CU
•Answers, VIZO Financial CCU webinars and seminars. Maintains current knowledge of Regulation D and E requirements and all areas of the Share Draft and ATM/Debit Card Program. 2. Performs balancing, reconcilement, research, and problem solving on a variety of general ledger accounts. 3. Processes vendor invoices for payment. Posts payments to appropriate general ledger payable accounts, as well as the vendor's record, and maintains appropriate documentation for vendor files. Responsible for sending out payments for invoices weekly and maintaining complete records of accounts payable in the credit union's online documentation resource, iDoc. 4. Calculates and sends the monthly / weekly back-up withholding taxes. 5. Prepares and sends both monthly and annual dormancy letters to members. Tracks and submits annual escheatment to the State. 6. Supports senior management in managing financial audits and liaising with external auditors. 7. Completes additional accounting duties as assigned.
QUALIFICATIONS
Education AA degree in accounting preferred. Additional years of related experience may be substituted for a degree. Industry related certification in BSA/AML required. Experience/Skills/Knowledge Minimum 3 to 5 years' experience in financial institution accounting, compliance, administration, and/or operational duties, preferably in a credit union or bank. Demonstrated knowledge of
GAAP, CU
regulations, legislation, and financial reporting. Excellent organizational, analytical, and critical thinking skills. Excellent verbal, written, telephone and interpersonal communication skills. PC proficiency, including Microsoft Office (Word, Excel, Outlook) and the Internet. Ability to function in a financial institution branch environment and utilize standard office equipment including but not limited to: fax, copier, telephone, etc. Some travel may be required. Ability to lift a minimum of 25lbs. i.e., file boxes.

$56,111.31 - $70,139.14 per year
