The Accounting Clerk III for DTOPS provides comprehensive administrative and customer service support for CBP's Decal and Transponder Online Procurement System, blending standard Accounting Clerk III duties with specialized DTOPS responsibilities and a strong preference for Spanish proficiency. This position operates on a rotating hybrid schedule, with employees working onsite for one week and remotely the following week. Due to the onsite requirements, candidates must reside within a 50-mile radius of the designated work location and be able to report onsite as scheduled.

Duties and Responsibilities:

Provide online purchase assistance and support for DTOPS customers, including answering questions and resolving issues via phone and email. Perform data entry, reconciliation, and processing financial transactions across payroll, travel, commercial accounts, and revenue collections. Receive and track incoming mail/invoices, process utility invoices, and support vendor payment operations. Audit and process travel vouchers, reconcile leave and pay records, and assist with onboarding and separation documentation. Provide customer service support for internal and external stakeholders, including responding to inquiries, managing organizational email boxes, and assigning tickets for timely resolution. Support government card programs, assist with SAP and financial systems user support, and participate in system testing and documentation updates. Maintain professional conduct, adhere to CBP standards, and ensure compliance with all training and security requirements. Maintain and update customer records, process refunds, and support general administration of the User Fee program. Collaborate with team members to ensure all helpdesk tickets and inquiries are resolved within established timelines. Perform other duties as assigned in support of finance and revenue operations.

Qualifications Basic Qualifications:

Must be a U.S. citizen. High school diploma or GED and at least two years of post-high school education in business, management, finance, or accounting or related field OR completion of a four-year program at an accredited college or university in any field. Proficiency in both English and Spanish (reading, writing, speaking) is highly desired for this role. Proficiency with Microsoft Teams, Word, Outlook, Access and use of multiple monitors. Ability to follow oral and written directions, perform multiple tasks, and work well with others. Excellent customer service and communication skills. Ability to manage multiple tasks and prioritize effectively. Must be able to successfully complete the required U.S. Government background investigation and security clearance process. The selected candidate must be able to obtain and maintain the security clearance required for the position as a condition of employment and continued employment.

Preferred Qualifications:
Computer Skills :

Proficiency with computers and ability to navigate/enter information into established databases and Microsoft Office products.

Language :

Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

Communication :

Ability to communicate effectively in writing and in person as appropriate for the needs of the audience.

Customer Service :

Ability to address all customer inquiries with a pleasant and patient demeanor.

Math Ability :

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratio, and percent and to draw and interpret information. Ability to choose the right mathematical methods or formulas to solve a problem.

Reasoning Ability :

Ability to collect data, define problems, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions dealing with several abstract and concrete variables.

Work Environment :

When on site, work is performed in an office cubicle environment with low noise level.

Physical Demands :

Employee will have consistent and direct visual contact with multiple computer monitors.

Other Demands :

Accounting Clerk III positions are subject to the Service Contract Act. Must comply with all CBP security, training, and onboarding requirements. Professional demeanor and adherence to CBP's standards of conduct May be required to work overtime during peak periods and perform mission-essential functions during government furloughs or shutdowns . Ability to communicate effectively, orally and in writing, with non-technical and technical staff. Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects.
