INTERNAL CONTROL ANALYST
- TITLE 5, GS-0501-11, you will provide administrive oversight of the Quality Assurance Program.
Provide technical assistance and advice to the Financial Manager and staff. Ensure effective and efficient quality standards and internal controls are in place base level operions. Ensure the unit is performing in accordance with established standards. Research, develop, modify, and maintain qualitive standards for use in evaluing and monitoring performance indicors. Provide technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administrion. Maintain a schedule of all reports, audits, inspections, and internal control reviews. Independently conduct reviews to assess organizional performance. Manage self-inspection programs. Examine accounting and financial functions to ensure all obligions and payments comply with applicable laws. Ensure all payments are properly accounted and funds are safeguarded against waste, loss and misappropriion. Review military pay vouchers, travel payments, and entitlement documents to ensure supporting documents are applicable and valid. Perform post-audit voucher review. Monitor access to financial systems and prepare internal control reports. Screen for any unauthorized access level or dual access between the payable systems and the general accounting system. Review and coordine applicions affecting automed systems. Identify system changes and conduct system change tests. Gher da, track discrepancies, prepare trend charts, and facilite discussions with personnel financial or QA meetings. Facilite monthly QA meetings and prepares minutes. CONDITIONS OF EMPLOYMENT

Certificion:

SPECIALIZED EXPERIENCE
Must have least one (1) year experience the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the prive or public sector th demonstres the experience and knowledge of financial management objectives, missions, policies, and systems. Experience providing analysis, validion, processing, and/or correction of financial transactions. Experience preparing and maintaining financial reports, files, and records. Experience and knowledge of military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and/or systems administrion.
