Job Description
Budget Analyst, Journeyman
Performs budget analysis and financial management support by reviewing budget estimates, analyzing financial information, and supporting financial planning and reporting activities.
Essential Duties:
- Examines budget estimates for completeness
- Examines budget estimates for accuracy
- Ensures budget estimates conform to procedures and regulations
- Analyzes budgeting reports
- Analyzes accounting reports
Education:
BA/BSdegreeExperience:
- 3 to 10 yearsof experience performing duties described in the functional description.
Knowledge, Skill and Abilities:
- Financial analysis of business programs, including FMS
- Development of cost estimates
- Preparation of program status reports
- Knowledge of DoD Financial Management Regulation (FMR)
- Knowledge of Federal Acquisition Regulation (FAR)
- Knowledge of the PPBE process
- Knowledge of Department of the Navy procurement policies and procedures
- Experience with FMS case documents
- Knowledge of obligation and expenditure phasing plans
- Experience with NERP, DSAMS, MISIL, and Department of the Navy financial automated accounting and budgeting systems
- Knowledge of FMS financial policies and procedures
