Duties Help This position is loced in the Directore of Resource Management (DRM) of an Army Nional Guard Garrison Training Center (GTC) Level III/IV and above. The purpose of this position is to serve as a financial advisor to the Base Operions Manager, providing technical assistance concerning the overall fiscal management program including preplanning, budgeting, programming, funds allocion, procurement, commercial accounts management, payrolls, accounting, internal controls, auditing, and reporting. THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION

Area of Considerion:
This position is open to Area 1 and 2 Only. Area 1: Current employees of the South Carolina Army Nional Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army Nional Guard Area 3: Any individual eligible for membership in the South Carolina Army Nional Guard
•Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
GENERAL EXPERIENCE REQUIREMENTS
: All series personnel must be certified the next higher level before being eligible for th level and must have a minimum of one year on-the-job experience in the grade immediely below the next higher level. An applicant must have a valided understanding of the basic principles and concepts of the occupional series and grade.
SPECIALIZED EXPERIENCE REQUIREMENTS
: Is experience th prepares the applicant to perform the prescribed duties of the position. An applicant must demonstre the following specialized experience competencies to qualify for a position identified by its applicable position description GS-Grade, financial management certificion career level, and assigned military skills. This is a Financial Management Certificion Level Two Position . The position's level of work requires the applicion of comprehensive financial management knowledge and technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. Work also involves expanding skills, knowledge, and leadership abilities of high-potential personnel.

As a basis of continued Title 32 Excepted Service employment/appointment to a GS-0560 position, the employee must meet the DoD directed civilian financial management certificions for the Budget Analysis position within two years of initial hire de or promotion appointment de. 7. As a basis of continued Title 32 Excepted Service employment/appointment in the GS-0560 Budget Analysis position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certificion level. 8. The NG Title 32 Excepted Service Budget Analysis employee must complete all required Financial Management Certificion continuing educion and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan. 9. As a basis of continued Title 32 Excepted Service employment/appointment in the GS-0560 Budget Analysis position, the employee's supervisor must monitor and track the employee's certificion progress; and, work with the applicable JFHQ-Ste Human Resources Officer to take progressive discipline, as approprie to ensure the GS-0560 Budget Analysis employee tains his/her certificion levels within the required time periods. 10. The Title 32 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separion from federal service, when he or she fails to obtain the required Financial Management Certificion and educion requirements for the GS-0560 graded Budget Analysis position. 11. All certificions are documented in the automed Learning Management Systems, as NGB Title 32 Excepted Service GS 0560 Qualificion Standard 20 November 2016 8 directed by DoD, U.S. Department of the Army, U.S. Department of the Air Force, and/or NG Career Field Functional Manager. 12. As a basis of continued Title 32 Excepted Service employment/appointment to the GS-0560 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
