POSITION SUMMARY
The United States Probation and Pretrial Services Office for the Middle District of Tennessee is accepting applications for a Budget Analyst to support the Probation and Pretrial Services Office. The successful candidate will report to the Fred D. Thompson U.S. Courthouse & Federal Building in Nashville, Tennessee. The Budget Analyst is responsible for assisting in the support of the financial operations of the probation and pretrial services office. This work requires processing a high volume of financial transactions, interpreting and applying complex rules and regulations, maintaining a high level of processing accuracy, attention to detail and timeliness, and providing excellent customer service. The Budget Analyst performs and coordinates administrative, technical, and professional work related to financial and accounting activities, including ensuring compliance with appropriate guidelines, policies, and internal controls. The incumbent prepares, updates, and processes a variety of accounting records, financial statements, reports, and oversees budget preparation, accounts payable and accounts receivable activities, conducts internal controls reviews, develops recommendations on procedures for improvements, and policy development regarding financial matters. The Budget Analyst will report to the Court Unit Executive or their designee.
DUTIES AND RESPONSIBILITIES
Provides a full range of financial support services to the probation office and is responsible for funds received and disbursed by the probation office as well as other financial transactions and processing. Develops budget estimates to fund all operating costs of the court unit. Assists in the preparation of justification for each object class and prepares the overall budget summary justification Presents the budget request to the court unit executive and submits amendments and other supplemental information as required. Develops and monitors spending plans once the budget allotment is received. Recommends reprogramming actions for emergencies and other actions which cause shortfalls. Prepares justifications(s) for supplemental requests of additional allotments. Maintains, reconciles and analyzes accounting records, consisting of a cash receipts journal, registry funds, and deposit funds as well as subsidiary ledgers for allotments and other fiscal records. Reviews and/or performs accounts payable and accounts receivable duties; has responsibility for the accuracy and accountability of monies received and disbursed by the probation office. Prepares, updates, examines and analyzes a variety of reports as requested. Ensures that appropriate internal controls for disbursement, transfer, recording, and reporting of monies are followed. Reviews travel vouchers for payments related to expenses incurred for work or training related travel for appropriateness of payment. Uses accounting software (JIFMS, JFinSys, ACR) and systems to record, store, and track information. Processes receipts in appropriate case accounts and general funds. Processes and pays bills and invoices incurred by the probation office. Calculates, prepares, and issues financial statements according to established procedures. Complies with guidelines, procedures, and policies established by the Administrative Office and the probation office. Gives advice and explains requirements of the Guide to Judicial Policy as they relate to proper disbursement. Reviews vouchers for payments related to expenses incurred by the probation office for appropriateness of payment. Responsible for completing any special projects as needed. Support procurement specialist by completing procurement related duties as assigned. Performs other duties as assigned.
QUALIFICATIONS
MINIMUM:
The successful candidate will possess: Bachelor's degree from an accredited college or university in a closely related field. One (1) year of specialized experience. Strong written and verbal communication skills. Strong math skills. Extraordinary attention to detail. Excellent organizational and time management skills. Spatial reasoning skills. Strong customer service skills and ability to deal with a wide variety of people, tactfully and courteously. Ability to use independent judgment. Excellent data management skills. Availability to occasionally work overtime and overnight travel. To be eligible for appointment at classification level CL-27, a candidate must possess the minimum qualifications, a minimum of 2 years of specialized experience, and progressively responsible professional experience in at least one functional area of financial management and administration such as budget, accounting, auditing or financial reporting that provided the knowledge of rules, regulations, and terminology of financial administration. A successful candidate must be professional, customer service oriented, responsible, organized, and meticulous, possessing strong analytical skills, discretion, tact, good judgement, initiative and the ability to maintain confidentiality and work with a wide variety of people with diverse backgrounds. The candidate must have strong verbal and written communication skills, excellent customer service skills, and be computer savvy, including proficiency with Microsoft applications, Adobe Acrobat and other basic computer software programs. A proactive and collaborative team attitude, and a willingness to adapt to a changing work environment are essential to maintain the probation office's quality standards. The individual selected must understand and abide by the rules, policies, and regulations of the Federal Court system.
PREFERRED
In addition to the minimum qualifications, preference will be given to candidates who also possess any of the following: Professional experience in two or more functional areas of financial management. Experience leading the work of others in a professional setting. An advanced degree in finance from an accredited college or university. Knowledge of federal judiciary policies, practices, regulations, and terminology related to federal court administration financial transactions (such as trustee payments, travel expense reimbursement, victim restitution, criminal debt management and payment for procured goods and services). Knowledge of, and compliance with, the Judicial Code of Conduct for Judicial Employees and court confidentiality requirements. Ability to consistently demonstrate sound judgment and high ethical standards.
COMPETENCIES
REQUIRED Knowledge of basic accounting principles, internal controls, and separation of duties. Knowledge of financial systems and how to use automated systems to perform day-to-day activities. Knowledge of the accounts, procedures, and applicable financial automated systems of the judiciary. Skill and accuracy in working with numerical calculations. Skill in bookkeeping principles and practices. Ability to understand relationships among accounts and how procedures relate to the overall business of the court unit. Ability to recognize errors and their probable causes. Ability to work well under pressure. Should possess a high degree of accuracy while working in a fast-paced environment. Ability to communicate technical information effectively (orally and in writing) to end users in a manner they can understand. Ability to interact effectively and appropriately with others, provide customer service and resolve difficulties while complying with regulations, rules, and procedures. Ability to provide and exchange accurate and timely information with individuals within and outside the court. Skill in the use of automated equipment including Microsoft Word, Excel and Power Point, spread sheet and database applications, as well as financial and accounting systems. The ability to maintain confidentiality is essential.
BACKGROUND INVESTIGATION REQUIREMENTS
This is a highly sensitive position within the Judiciary. Employment will be considered provisional pending successful completion a background investigation, credit check, and a favorable suitability determination. A social media inquiry may also be a condition of employment.
