Chief Financial Officer

Job Description

Under the supervision of the Chief Executive Officer (CEO) of the Early Learning Coalition of Seminole (Coalition), the Chief Financial Officer (CF0) is primarily responsible for maintaining the financial management system of the Coalition. It includes providing full accountability of funds and expenditures for all Coalition activities, including financial analysis and budgeting, accounting, billing, risk management, and payroll. All financial records must be maintained in accordance with Generally Accepted Accounting Principles (GAAP), and in compliance with state and federal regulations. The CFO is expected to have strong initiative, exercise independent judgment, within established guidelines, in interpretation, and enforcement of rules, regulations, and statutes relating to the Coalition Grant Agreement with the Division of Early Learning (DEL) and other federal, state, and privately funded programs. The Chief Financial Officer service functions are performed in person utilizing secure email, letters, telephone, cloud-based data systems including the Division of Early Learning Coalition Services Portal. The successful candidate must possess a professional demeanor and exemplary interpersonal, customer service, and organizational skills.
Essential Duties:
Leadership:
  • Communicate regularly with relevant state officials through conference calls, e-mails, phone calls and meetings.
  • Demonstrate excellent financial stewardship of the organization.
  • Provide support to the CEO in creating the opportunity to recognize employee contributions and performance.
  • Communicate and update CEO regularly on payment issues related to employee, vendor, and providers.
  • Provide financial/budget/expense information to the CEO and Board of Directors at regularly scheduled intervals.
  • Foster teamwork and collaboration amongst cross-functional teams.
Fiscal Management/Accounting/Budget/Grants Management:
  • Maintain MIP Abila Fund Accounting systems, records, and documents, including electronic storage media, in a way that sufficiently and accurately reflects all receipts and expenditure of funds, in accordance with GAAP, and in compliance with state and federal regulations.
  • Disburse funds in accordance with the Coalition's established policies and procedures, the Division of Early Learning (DEL) Grant Agreement.
  • Ensure invoices and expense reports are processed in accordance with the Coalition's policies and procedures.
  • Ensure payroll ledger, labor distribution, and cost allocation are processed at scheduled intervals, and in accordance with the Coalition's policies and procedures.
  • Ensure adherence to Coalition policies and procedures and the Cost Allocation Plan (CAP) and make recommendations to CEO, for revisions.
  • Forecast fund utilization and make financial recommendations to CEO.
  • Develop the Coalition's fiscal year budget (current year's budget = $30M) and create necessary budget amendments during the course of the fiscal year, for CEO review and Board of Directors consideration.
  • Oversee the annual inventory and DEL reporting of fixed assets, as Custodian.
Procurement and Purchasing:
  • Ensure the Coalition's procurement process follows established policies and procedures and state and federal guidelines.
Compliance:
  • Ensure conformity with Florida Statutes, Uniform Guidance (2 CFR 200), and Coalition policies and procedures.
  • Maintain all financial records ensuring availability at all reasonable times for inspection, review, copying, or audit by federal, state or other funding agencies, and representatives of the Comptroller of the State of Florida or the Auditor General of Florida, or other personnel duly authorized by DEL.
  • Oversee the Coalition's fiscal internal and external audits, and programmatic/quality assurance audits, and ensure timely submission of all required documents.
  • Compile, prepare and submit monthly financial invoices to DEL. Prepare financial reports for Coalition Board of Directors - Finance Committee for review.
  • Ensure all Coalition's required Insurances, Licenses, Tax Exemption, Building Permits and Solicitation Permit remain valid.
  • Establish consistent processes and procedures for conducting desk audit monitoring of the School Readiness parental sign-in/out sheets and the VPK parental long forms related to payments.
  • Oversee Coalition process by detecting and investigating possible acts of fraud, abuse of services and related overpayments.
Development/Training/Technical Assistance:
  • Attend all mandated state training programs.
  • Stay abreast of new non-profit financial, budgeting, and accounting trends.
  • Ensure direct reports are trained in fiscal policies, procedures, and systems, as needed.
  • Share with appropriate staff information/knowledge gathered at conferences and meetings.
Human Resource Management:
  • Research benefits annually and recommend employee benefit options to CEO.
  • Conduct research and provide analysis of recommended salary adjustments based on recognized surveys.
  • Advise CEO on fiscal/financial matters relative to Coalition HR policies and procedures.
Ensure activities are completed following Florida Statutes, Administrative Code, state and local policies and procedures, and ensure consistency and proper use of OCA codes. Responsible for reporting immediately to management of any suspected fraud, misrepresentation, any irregularity and suspected irregularity involving employees, providers and/or families served through School Readiness/Voluntary Pre-K, Providers, Contractors and any other parties with a business relationship, direct or indirect, with the Coalition. Responsible for reporting to the Florida Abuse Hotline when known or have reasonable cause to suspect that a child or a vulnerable adult has been abused, abandoned, neglected, or exploited. By telephone 1-800-ABUSE (1-800-962-2873). Adhere to the policies and procedures of the Coalition while maintaining elevated levels of professionalism, confidentiality, and discretion.
Supervisory Responsibilities :
    Finance Team:
    Reimbursement Manager, Accountant, Finance Specialists Qualifications :
    REQUIRED
    • Bachelor's Degree required, in Business Administration, Accounting, or equivalent field. Master's Degree in Accounting or CPA.
    • A minimum of five (5) years in Non-Profit accounting experience required.
    • Five (5) years of progressive supervisory experience required.
    • Experience with budgeted revenues over of at least $30 million.
    • Extensive knowledge of not-for-profit accounting rules in accordance with Generally Accepted Accounting Principles (GAAP) and OMB Circular A-133.
    • Automated Fund Accounting software experience required. MIP Abila Funding Accounting software skills within the context of Early Learning Programs a plus. Skilled in high-pressure multi-tasking, prioritizing, time management, data analysis and meeting deadlines.
    • Must have a desire to advance professional skills continually, and exhibit strong work ethic.
    • Advanced computer and software skills; high proficiency with Microsoft Office Suite, Advanced or Expert MS Excel Skills desired.
    • Demonstrate knowledge of accounting and budgeting practices of Florida state standards and requirements.
    • Advanced OCA reporting and cost reimbursement.
    • Exceptional communication abilities: verbally, in writing, and public speaking skills.
    • Ability to work flexible hours to ensure project and deadline completion, with occasional evening and weekend hours required.
    • Must be willing to travel within and out of Seminole County to perform required tasks and provide own reliable transportation. Must have a valid Florida driver's license, a good driving record, automobile insurance, and access to a vehicle for regular local travel, as needed.
    • Employment in this position is contingent upon obtaining and maintaining satisfactory: o Level II Background Check o Drug Test o E-Verify o Educational Verification o Possession of valid Florida's Driver's License; and o Ability to maintain Florida's Driver's License throughout employment required.
    PREFERRED
    • CPA preferred.
    • State of FL Contract Management Credential a plus.
    • Knowledge of early learning systems and family and community benefits.
    • Knowledge of state database system is beneficial.
    • Ability to speak, interpret and translate Spanish.
    • Familiarity with early learning community in Seminole County.

    $115,000.00 - $130,000.00 per year
