•Primary Purpose:
Direct and manage the operation all financial and business affairs the district including accounting, payroll, accounts payable, purchasing, risk management, and tax collection. Serve as the chief financial adviser to the superintendent and board trustees.Qualifications:
EducationCertification:
Certified Public Accountant or Master's degree in a business-related field or educational administration or commensurate experience.Special KnowledgeSkills:
Advanced technical knowledge school finance, budgeting, accounting systems, and economics Working knowledge financial applications and accounting Strong communication, public relations, and interpersonal skills Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing Ability to implement policy and procedures Ability to interpret data Ability to manage budget and personnel Ability to coordinate district functionsExperience:
Five years experience in school business management or public organization preferredMAJOR RESPONSIBILITIES AND DUTIES
Fiscal Management . Keep the superintendent informed on the business affairs the district. . Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance. . Maintain a continuous auditing program for all funds and assist the district's external and internal auditors in conducting annual or periodic audits. . Ensure that accounting systems comply with applicable laws and regulations including the Texas Education Agency's Financial Accountability System Resource Guide. . Prepare the annual general fund and debt service fund budgets; review and approve special revenue fund and construction fund budgets; and approve all budget adjustments, additions, and deletions. . Utilize the TEA state funding models to calculate state revenue.GOOSE CREEK CISD JOB DESCRIPTION
Chief Financial Officer Personnel Management . Work with district departments to project student enrollments, staffing needs, building and facilities needs, energy needs, capital equipment needs, and other cost items for use in the preparation the annual budgets and for district and individual school improvement. . Attend all Board Trustees' meetings making presentations budget and financial information as needed. . Maintain the district investment portfolio; develop periodic cash flow analysis to aid in determining cash available for investment; oversee the District's daily cash management; and prepare the quarterly investment reports to be presented to the Board Trustees. . Oversee District bond issues, preparation debt payments, and reconciliation all construction funds. Policy, Reports And Law . Implement policies established by federal and state law, State Board Education rule, and and local board policy in area business operations. . Prepare and evaluate monthly financial statements and related budget reports. . Oversee the preparation the Annual Financial and Compliance Report submitted to the Texas Education Agency and the Comprehensive Annual Financial Report prepared in compliance with the Government Finance Officers Association (GFOA) and the Association School Business Officials' (ASBO) standards. . Assist the PEIMS coordinator with the annual PEIMS financial submissions to TEA. . Oversee the preparation the monthly bank reconciliations for the operating, payroll, debt service, tax, self-funded health plan, and athletic accounts. . Oversee the preparation the quarterly and final reports for all federal, state, and local grants. . Analyze the insurance and risk management needs the district. . Adhere to legal requirements for insurance coverage for the district's property, fleet, loss, errors and omissions, unemployment and worker's compensation. . Establish and continually improve a preventive loss control program. . Oversee the maintenance inventory records for the district's fixed and movable assets. . Develop long•and short-range objectives for the business operations the district. . Plan and conduct needs assessments for improvement district business operations. . Administer the business office budget and ensure that programs are cost effective and funds are managed prudently. . Provide leadership to achieve cost-effective practices throughout the district. . Ensure that business operations support the district's goals and objectives. . Supervise the maintenance a timely replacement cost-asset listing for insurance Purposes. . Chief Financial Officer Community Relations . Prepare, review, and revise business department job descriptions. . Develop training options andor improvement plans to ensure exemplary business operations. . Evaluate job performance employees to ensure effectiveness. . Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal. . Demonstrate awareness district and community needs and initiate activities to meet those needs. . Perform any other duties as assigned.Supervisory Responsibilities:
Supervise and evaluate the performance assigned personnel in the tax services, purchasing, finance, accounts payable, accounting, payroll and risk management departments.Working Conditions:
