Reporting directly to the Senior Vice President of Institutional Shared Services & Chief Operating Officer, the Director serves as the division's lead resource for developing and coordinating programs, policies, compliance activities, and continuous improvement initiatives that support effective, efficient, and compliant operations. Working collaboratively with ISS leaders, the University's Compliance, Ethics & Culture Office, and other university stakeholders, the Director coordinates compliance and audit activities, supports risk mitigation efforts, develops training and workforce readiness programs, and promotes accountability, consistency, and operational excellence across the division. The position exercises significant independent judgment in evaluating programs, recommending improvements, and advancing strategic priorities that support the university's mission and objectives.
Knowledge, Skills and Abilities Knowledge of:
Advanced business operations, organizational management, and administrative practices within a complex higher education environment. Policy development, regulatory compliance, and risk management principles. Operational excellence, organizational effectiveness, and continuous improvement practices. Program administration, training coordination, and performance measurement methodologies. Audit processes, compliance monitoring, and corrective action management. Applicable federal, state, and local laws, regulations, and industry standards affecting Institutional Shared Services functions. Microsoft Office applications and enterprise systems used to support reporting, compliance, and operational activities. Higher education operations and administrative practices preferred.
Skill:
Developing and implementing policies, procedures, standards, and compliance programs. Managing multiple projects and priorities in a complex organizational environment. Analyzing data, identifying trends, and developing actionable recommendations. Coordinating audits, assessments, training programs, and operational improvement initiatives. Building collaborative relationships with diverse stakeholders. Communicating effectively through strong verbal, written, presentation, and interpersonal skills. Exercising sound judgment, discretion, and professionalism when handling sensitive information.
Ability to:
Interpret and apply laws, regulations, policies, and industry standards. Analyze operational issues and recommend effective solutions. Manage multiple priorities while maintaining a high level of accuracy and attention to detail. Collaborate effectively across departments and organizational levels. Foster a culture of accountability, compliance, continuous improvement, and service excellence. Prepare reports, presentations, and recommendations for leadership. Exercise independent judgment in support of divisional and institutional priorities. Demonstrate a commitment to working in an organization that values and promotes humanism.
Required Qualifications Education:
Bachelor's degree in Business Administration, Public Administration, Organizational Leadership, Risk Management, Criminal Justice, Emergency Management, Higher Education Administration, or a related field.
Experience or Training:
Seven (7) years of progressively responsible experience in compliance, policy administration, risk management, institutional operations, program administration or a related field. Experience developing and implementing policies, procedures, or operational standards. Experience coordinating compliance programs, audits, inspections, or assessments. Experience developing or coordinating training and professional development programs. Experience leading projects and collaborating with diverse stakeholders.
Special Requirements, Licenses, and Certifications:
Valid driver's license and acceptable driving record. Ability to travel between university campuses and other work locations as needed. Ability to work occasional evenings and weekends in support of audits, training programs, emergencies, special projects, or other university needs.
Preferred Qualifications Education:
Master's degree in Business Administration, Public Administration, Higher Education Administration, Organizational Leadership, or a related field.
Experience:
Experience in a higher education, healthcare, or multi-campus environment. Experience supporting regulatory compliance, audit coordination, risk management, operational excellence, or continuous improvement initiatives.
Special Requirements, Licenses, and Certifications:
Professional certification such as PMP, CCEP, CEM, Lean Six Sigma, CSP, or a related credential.
Essential Job Duties Key Responsibilities Policy Governance, Regulatory Compliance & Program Administration:

  • Develop, implement, and maintain division-wide policies, procedures, standards, and program frameworks that support effective, efficient, and compliant operations across Institutional Shared Services. 10%
  • Monitor, interpret, and assess applicable federal, state, and local laws, regulations, accreditation standards, and industry best practices affecting ISS departments; recommend and implement changes necessary to maintain compliance. 10%
  • Coordinate compliance activities, audits, inspections, assessments, documentation, and reporting requirements across ISS departments; serve as the primary liaison to the University's Compliance, Ethics & Culture Office and other institutional stakeholders to support regulatory compliance and risk mitigation efforts.
Key Responsibilities Training, Workforce Development & Organizational Readiness:

  • Develop, implement, and maintain division-wide compliance, safety, and operational readiness training programs that support regulatory requirements, policy implementation, and organizational effectiveness across Institutional Shared Services. 5%
  • Collaborate with ISS leaders to identify training needs related to regulatory compliance, policy changes, operational requirements, and identified areas of risk. 5%
  • Coordinate and support training activities, exercises, workshops, and awareness programs that strengthen compliance, risk mitigation, safety culture, and operational readiness across the division. 5%
  • Evaluate training effectiveness and maintain training records, documentation, and reporting to support accountability, compliance, and continuous improvement efforts.
Key Responsibilities Risk Assessment, Performance Analytics & Continuous Improvement:

  • Develop, monitor, and analyze division-wide performance metrics, dashboards, assessments, and reporting mechanisms to evaluate operational effectiveness, identify trends, and support data-informed decision-making across Institutional Shared Services. 5%
  • Conduct risk assessments, operational reviews, and program evaluations to identify vulnerabilities, assess mitigation strategies, and recommend improvements that strengthen compliance, operational performance, and organizational effectiveness. 5%
  • Lead continuous improvement initiatives by identifying opportunities to strengthen processes, standardize practices, improve service delivery, and implement corrective actions resulting from audits, inspections, assessments, or operational reviews.
Key Responsibilities Strategic Coordination, Stakeholder Engagement & Executive Support:

  • Serve as a strategic advisor to ISS leadership regarding policy implementation, compliance activities, operational risks, workforce development initiatives, and organizational effectiveness. 5%
  • Facilitate coordination and collaboration among ISS departments to promote consistency, accountability, communication, and alignment with divisional priorities and university objectives. 5%
  • Represent Institutional Shared Services on university committees, task forces, and cross-functional initiatives; develop and maintain effective relationships with internal and external stakeholders. 5%
  • Prepare reports, presentations, executive briefings, and recommendations regarding compliance activities, operational performance, program outcomes, and strategic initiatives for divisional and university leadership.
