Job Overview Business Interface Workforce Services LLC is seeking a Compliance Manager to support the statewide Delaware TANF workforce development contract. This position will be based in Dover and will be responsible for overseeing compliance, quality assurance, documentation standards, internal monitoring, audit preparation, corrective action tracking, and contract-related recordkeeping for the program. The Compliance Manager plays a critical role in protecting the integrity of the contract by ensuring that services, documentation, reporting, and participant records meet all contractual, regulatory, and internal requirements. This position will supervise one compliance staff member located in Wilmington and will work closely with program leadership, center staff, the Contract Manager, and corporate leadership to ensure the Delaware TANF program remains audit-ready and fully aligned with contract expectations. Responsibilities Maintain a strong working knowledge of the Delaware TANF contract, scope of work, policies, procedures, documentation requirements, performance standards, and compliance expectations. Oversee compliance and quality assurance activities for the Delaware TANF program statewide. Ensure program operations, participant files, service documentation, attendance records, employment records, and case notes meet contract and internal quality standards. Supervise one compliance staff member located in Wilmington. Provide direction, training, support, and accountability to assigned compliance staff. Conduct regular file reviews, documentation audits, data checks, and internal monitoring activities. Identify documentation errors, compliance gaps, missing records, or areas of risk and communicate findings to program leadership. Track corrective action items and ensure issues are resolved in a timely and complete manner. Prepare the program for funder reviews, audits, monitoring visits, internal reviews, and other compliance-related evaluations. Assist with gathering documentation, preparing materials, and organizing records for audits or monitoring requests. Review participant files to ensure required forms, eligibility documentation, assessments, service plans, attendance records, employment verification, and follow-up documentation are complete and accurate. Monitor data entry and documentation timeliness to ensure records are maintained according to contract and company expectations. Work with center leadership and frontline staff to correct documentation issues and strengthen compliance practices. Provide training and technical assistance to staff on documentation standards, file requirements, data entry expectations, audit readiness, and compliance procedures. Develop and maintain compliance tracking tools, audit checklists, file review forms, corrective action logs, and quality assurance reports. Communicate regularly with the Contract Manager regarding compliance trends, audit concerns, documentation risks, and corrective action progress. Support the development and implementation of internal compliance procedures that promote consistency across Delaware TANF locations. Ensure all required reports, records, and supporting documentation are accurate, complete, organized, and available when needed. Assist with reviewing program reports to confirm accuracy and alignment with supporting documentation. Monitor whether staff are following established workflows, documentation expectations, and contract requirements. Help identify patterns or recurring issues that may require additional staff training, process improvement, or leadership intervention. Maintain confidentiality of participant records and ensure compliance with all applicable privacy and data security expectations. Promote a culture of accuracy, accountability, audit readiness, professionalism, and continuous improvement. Represent Business Interface professionally during compliance reviews, monitoring activities, and funder-related requests as needed. Experience Bachelor's degree in business administration, public administration, human services, social services, workforce development, compliance, or a related field preferred. Minimum of three years of experience in compliance, quality assurance, program monitoring, contract administration, workforce development, human services, or a related field. Experience reviewing participant files, case notes, documentation, reports, or records for accuracy and compliance. Experience working with government-funded programs strongly preferred. Prior supervisory experience preferred. Strong attention to detail and ability to identify documentation errors, missing information, and compliance risks. Strong organizational, analytical, and problem-solving skills. Ability to interpret contract requirements, policies, procedures, and reporting expectations. Ability to communicate compliance findings clearly and professionally to staff and leadership. Ability to train staff on documentation standards and compliance expectations. Ability to manage multiple priorities, deadlines, and review schedules. Proficiency with Microsoft Office, electronic case management systems, reporting tools, and file management systems. Ability to travel between Delaware TANF program locations as needed.
Pay:
$50,000.00 - $55,000.00 per year
