Compliance Operations ManagerJob Summary Next Level Supportive Services is seeking a highly organized, knowledgeable, and detail-oriented Compliance Operations Manager to oversee and strengthen compliance across our waiver programs and service operations. The Compliance Operations Manager is responsible for ensuring that agency services, documentation, personnel practices, and daily operations remain consistent with applicable Kentucky Medicaid requirements, Department for Medicaid Services (DMS) requirements, waiver regulations, 907 KAR requirements, agency policies and procedures, and other applicable state and federal standards . This position will work closely with executive leadership, program leadership, Human Resources, nursing/clinical staff, and Direct Support Professionals (DSPs) to promote participant health and safety, regulatory readiness, quality service delivery, and continuous improvement. Essential Duties and Responsibilities Oversee day-to-day compliance activities across Next Level Supportive Services' waiver programs and services. Monitor compliance with applicable Kentucky Medicaid waiver requirements, 907 KAR regulations, DMS requirements, participant Plans of Care (POCs), and agency policies and procedures. Conduct routine internal audits, participant record reviews, personnel file reviews, site reviews, and documentation audits to identify deficiencies before external reviews occur. Maintain ongoing readiness for state surveys, Medicaid reviews, recertification/renewal reviews, audits, and other regulatory monitoring activities. Develop, implement, and monitor Corrective Action Plans (CAPs) when deficiencies, citations, or areas of noncompliance are identified. Track corrective actions through completion and verify that corrections are sustained. Monitor service documentation to ensure services are properly documented, consistent with the participant's authorized Plan of Care, and completed according to agency and regulatory requirements. Review compliance related to EVV, service notes, medication documentation, incident reporting, participant records, staff credentials, training requirements, and service authorization requirements , as applicable. Ensure incidents are properly documented, reported, reviewed, and followed up according to applicable regulatory and agency requirements. Monitor participant health, safety, rights, dignity, confidentiality, and freedom from abuse, neglect, exploitation, and mistreatment. Work collaboratively with leadership to identify compliance risks and develop practical solutions before issues negatively affect participants or agency operations. Assist with reviewing and updating agency policies, procedures, forms, compliance tools, and internal monitoring systems . Monitor required staff training, credentials, background checks, and other personnel compliance requirements in coordination with Human Resources. Provide compliance education, coaching, and technical assistance to supervisors, managers, DSPs, and other employees. Maintain organized compliance tracking systems, spreadsheets, audit tools, and supporting documentation. Communicate compliance concerns promptly to the Executive Director and appropriate leadership. Participate in leadership meetings and provide updates regarding audits, corrective actions, regulatory concerns, deadlines, and compliance performance. Assist leadership with regulatory correspondence, requested documentation, Plans of Correction, and responses to state or oversight agencies. Maintain confidentiality of participant, employee, business, and protected health information in accordance with HIPAA and applicable privacy requirements . Promote a culture of accountability, quality improvement, participant-centered services, and regulatory compliance throughout the organization. Perform other duties and responsibilities as assigned by the Executive Director or designee based on organizational, operational, and compliance needs. Qualifications & Experience Bachelor's degree in social work, human services, healthcare administration, business administration, compliance, or a related field preferred. Relevant waiver/provider compliance experience may be considered where appropriate. Previous experience working with Medicaid waiver services, behavioral health, developmental/intellectual disability services, healthcare, residential services, community-based services, or another regulated human-services environment strongly preferred. Experience with compliance monitoring, quality assurance, internal auditing, documentation review, or regulatory oversight preferred. Knowledge of Kentucky Medicaid waiver regulations and provider requirements is strongly preferred. Ability to interpret regulations, policies, Plans of Care, and agency procedures and translate them into clear operational expectations. Strong organizational, documentation, auditing, and follow-through skills. Ability to identify deficiencies and develop effective corrective action strategies. Strong written and verbal communication skills. Ability to professionally communicate compliance expectations to employees, leadership, participants, guardians, case managers, and regulatory representatives. Strong computer skills, including the ability to maintain electronic records, spreadsheets, compliance trackers, and agency management systems. Ability to maintain confidentiality and exercise sound professional judgment when handling sensitive participant, personnel, and organizational information. Performance Expectations The Compliance Operations Manager is expected to maintain a proactive approach to compliance. The goal of this position is not simply to respond to citations or deficiencies after they occur, but to identify risks early, correct concerns promptly, strengthen agency systems, and help ensure Next Level Supportive Services remains survey-ready and compliant every day. The Compliance Operations Manager works in partnership with leadership while maintaining clear accountability for assigned compliance responsibilities, deadlines, audits, follow-up activities, and corrective actions.
