POSITION SUMMARY
Quest Homes is seeking a highly organized, dependable, and detail-oriented Compliance Director to oversee regulatory compliance, quality assurance, documentation, staff compliance, and internal monitoring for our Home and Community-Based Services (HCS) program. The Compliance Director is responsible for helping ensure that Quest Homes operates in accordance with applicable Texas Health and Human Services Commission (HHSC) requirements, HCS program requirements, Medicaid requirements, agency policies and procedures, individual plans of care, and other applicable state and federal requirements. This position serves as an internal compliance leader and works closely with administration, nursing, program coordination, direct care staff, residential staff, and other members of the interdisciplinary team to identify compliance risks, correct deficiencies, prepare for surveys and audits, and maintain organized records.
ESSENTIAL JOB DUTIES1.
Regulatory Compliance The Compliance Director will: Monitor agency operations for compliance with applicable HCS requirements and agency policies. Maintain awareness of changes to HHSC rules, HCS requirements, Medicaid requirements, and other applicable regulations. Communicate relevant regulatory changes to administration and affected staff. Assist with developing and updating agency policies and procedures. Review program operations for potential compliance concerns. Develop corrective action recommendations when deficiencies are identified. Track corrective actions through completion. Maintain compliance calendars and regulatory deadlines. 2. Internal Audits and Quality Assurance Conduct routine internal compliance audits. Review individual records for completeness and accuracy. Audit service documentation and service delivery records. Review documentation supporting billing/service delivery. Identify missing, late, incomplete, inconsistent, or potentially noncompliant documentation. Conduct residential/site compliance reviews as assigned. Maintain audit reports and corrective action logs. Report significant findings to the Administrator/Executive Director. Conduct follow-up audits to verify corrective actions have been completed. Assist with the agency's quality assurance and continuous improvement activities. 3. Individual Records and Documentation Review individual records to help ensure required documentation is current and properly maintained, including applicable: Individual Plans of Care Person-directed planning documentation Service plans Assessments Nursing documentation Medication-related documentation Service delivery documentation Progress notes Appointment documentation Incident documentation Behavior-related documentation Emergency information Consents and authorizations Rights documentation Annual and periodic reviews Other required HCS records The Compliance Director will work with responsible staff to correct identified documentation deficiencies. 4. Billing and Service Documentation Compliance Compare service documentation with authorized services when appropriate. Review service delivery documentation for completeness before or after billing, according to agency procedures. Monitor documentation supporting billed services. Identify potential duplicate, unsupported, missing, or inconsistent documentation. Work with billing and program staff to resolve documentation concerns. Maintain compliance review records. Immediately report suspected fraud, waste, abuse, falsification, or improper billing to agency leadership according to agency policy. The Compliance Director does not alter, backdate, fabricate, or direct staff to fabricate documentation. 5. Employee Compliance Files Monitor personnel files for required documentation, which may include: Employment applications Background checks Registry checks Driver's license information when applicable Motor vehicle documentation when applicable CPR/First Aid certification Required training Orientation documentation Competency documentation Job descriptions Confidentiality agreements Employee acknowledgments Annual training Performance evaluations Other required employment documentation Maintain a tracking system for employee credentials, certifications, training, and expiration dates. 6. Training Compliance Monitor completion of required employee orientation and training. Maintain training records and compliance reports. Identify employees with missing or expired training. Coordinate with supervisors to ensure required training is completed. Assist with compliance-related staff education. Conduct training regarding documentation standards, individual rights, confidentiality, abuse/neglect/exploitation reporting, incident reporting, and agency compliance policies as appropriate. Ensure specialized clinical training and nursing delegation responsibilities remain under appropriately qualified clinical personnel. 7. Medication and Nursing Compliance Monitoring Working in coordination with the Registered Nurse, the Compliance Director may review records for administrative compliance involving: Medication Administration Records (MARs) Medication documentation Physician orders Pharmacy records Nursing assessments Delegation documentation Staff competency records Medication errors Required follow-up documentation The Compliance Director does not replace the Registered Nurse and does not perform nursing assessments, nursing delegation, clinical decision-making, or other functions requiring a licensed nurse unless the Compliance Director separately holds the required professional license and is authorized to perform those duties. 8. Incident Management Monitor incident documentation for completeness and timeliness. Maintain incident tracking systems. Review trends involving incidents and injuries. Monitor corrective actions following incidents. Assist administration with investigations as assigned. Ensure required internal documentation is maintained. Escalate suspected abuse, neglect, exploitation, fraud, or other serious compliance matters immediately according to applicable reporting requirements and agency policy. 9. Individual Rights and Safety Help monitor agency compliance involving: Individual rights Privacy and confidentiality Dignity and respect Freedom from abuse, neglect, and exploitation Complaint and grievance procedures Community integration Choice and person-centered services Health and safety Emergency preparedness Restrictive practices, when applicable Immediately report serious health, safety, rights, or compliance concerns to appropriate agency leadership. 10. Residential and Program Site Reviews Conduct scheduled and unannounced internal compliance reviews as assigned.

HHSC Surveys, Audits and Reviews The Compliance Director will assist Quest Homes in preparing for regulatory reviews and surveys by: Organizing requested records. Conducting mock surveys. Completing pre-survey audits. Identifying deficiencies before regulatory reviews. Coordinating requested documentation. Assisting leadership during survey activities. Tracking survey findings. Developing or coordinating corrective action plans. Monitoring implementation of corrective actions. Maintaining documentation demonstrating correction and ongoing compliance. 12. Compliance Reporting Prepare regular reports for agency leadership that identify: Outstanding compliance deficiencies Employee training deficiencies Expiring credentials Missing individual documentation Incident trends Medication documentation concerns Service documentation concerns Residential/site findings Corrective actions Upcoming regulatory deadlines Survey readiness High-risk compliance issues Join us as a Compliance Director if you're ready to lead with energy and precision in shaping our organization's commitment to safety, quality, and regulatory excellence!
