Job Description
Hamel Contracting is looking to hire a Labor Compliance Specialist. The Labor Compliance Specialist is responsible for ensuring adherence to all applicable labor laws, regulations, and prevailing wage requirements. You will work closely with project managers, subcontractors, and labor unions to monitor and enforce compliance throughout all phases of construction projects. The Labor Compliance Specialist partners with internal and external stakeholders to maintain ethical and lawful business practices. Key Responsibilities Ensure compliance with all federal, state, and local labor laws, including prevailing wage requirements, such as the Davis-Bacon Act or state-specific prevailing wage laws. Understand and interpret labor laws, regulations, and prevailing wage requirements to provide guidance and assistance to project teams, subcontractors, and vendors. Research and determine the applicable prevailing wage rates for specific job classifications and geographical areas. Maintain accurate and up-to-date records of compliance activities, including payroll records, certified payrolls, and other required documentation. Prepare reports and submit them to relevant government agencies as required. Review construction contracts, subcontracts, and bid documents to ensure labor compliance provisions are included and enforced throughout the project duration. Conduct training sessions and provide guidance to project managers, supervisors, and employees on labor compliance policies, procedures, and requirements. Conduct regular internal audits to identify potential compliance issues and ensure corrective actions are taken promptly. Assist with external audits and investigations as necessary. Collaborate with labor unions, government agencies, and legal counsel to resolve disputes related to labor compliance issues, prevailing wage discrepancies, or alleged violations. Keep abreast of changes in labor laws, regulations, and prevailing wage requirements. Provide recommendations and updates to management to ensure compliance with evolving standards. Identify and recommend best practices for labor compliance, process improvement, and risk mitigation strategies. Qualifications High School or equivalent Must be extremely organized, accurate, detail-oriented, and dependable. Proficient in Microsoft Office, particularly Outlook, Excel, and Word Union/Prevailing Wage Payroll (certified payroll/labor compliance) processing experience Knowledge of California and Federal apprentice requirements Knowledge of Davis Bacon labor code and regulations Strong understanding of construction processes, project management methodologies, and relevant laws and regulations. Working Hours Office hours are Monday - Friday from 7:30 am - 4:00 pm Work Location Murrieta, CA Working Conditions This position operates in an office setting and is in person. Physical Requirements The Labor Compliance Specialist position is a largely sedentary role which may require sitting or standing for extended periods, bending, lifting up to 25 pounds, and other physical tasks as required by the job. Occasionally the Administrative Assistant job can require physical abilities such as standing, walking, and climbing stairs, as well as visual and auditory acuity. Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crawling, or stretching.
