POSITION GOAL
This position administers the District's Public Records Program and District-wide legal compliance processes for the Office of the General Counsel. This position coordinates compliance with Florida Public Records Law, legal process requirements, litigation holds, subpoenas, and governmental agency requests, while serving as the primary liaison between the Office of the General Counsel and District departments on legal and regulatory matters. This position routinely handles highly sensitive and confidential information, including attorney-client privileged communications, attorney work product, litigation materials, investigative records, and other protected information, requiring the exercise of sound independent judgment, discretion, and confidentiality.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
The Administrator, Government and Legal Compliance shall carry out the performance responsibilities listed below : Public Records Administration Administer and coordinate the District's Public Records Program in accordance with Chapter 119, Florida Statutes Chapter 119, Florida Statutes. Receive, assign, monitor, and track all public records requests submitted to the District. Coordinate the collection of responsive records from schools and District departments. Monitor response deadlines and ensure timely processing of requests. Coordinate attorney review of requests involving exemptions, confidential information, or complex legal issues. Coordinate redactions and production of records consistently with attorney direction. Administer the District's public records management software and tracking systems. Develop, implement, and maintain standardized procedures governing public records Prepare reports regarding request volume, response times, exemptions, trends, and operational performance. Develop and conduct District-wide training regarding Florida Public Records Law, confidentiality requirements, and records management. Subpoenas and Legal Process Receive, review, log, and coordinate responses to subpoenas, summonses, and other legal processes served upon the District. Coordinate collection and production of records responsive to legal Maintain tracking systems for subpoenas and legal processes. Monitor response deadlines and coordinate timely compliance. Coordinate service for processing documentation and maintaining related records. Government and Regulatory Compliance Coordinate District responses to document requests from governmental and regulatory agencies as assigned by the General Counsel. Monitor statutory and regulatory deadlines. AA-003 MINIMUM QUALIFICATIONS & EXPERIENCE
An earned bachelor's degree from an accredited institution in Public Administration, Business Administration, Legal Studies, Criminal Justice, Government, Information Management, or a closely related field. A minimum of five (5) years of progressively responsible professional experience in public records administration, legal administration, government compliance, records management, litigation support, or related field. Experience coordinating complex, multi-departmental projects. Experience interpreting and applying statutes, administrative rules, policies, and procedures. Handle confidential and sensitive information with sound professional judgment. Computer skills as required for the position.
PREFERRED QUALIFICATIONS & EXPERIENCE
Experience administering a public records program for a governmental entity. Experience in a Florida public school district or other governmental agency. Experience with electronic public records management or document management systems. Experience developing policies, procedures, and employee training. Experience conducting administrative fact-finding, records research, compliance reviews, audits, or investigations within governmental, educational, legal, regulatory, or public-sector environment requirements. Knowledge of Florida education law and K-12 governance. Bilingual skills.
SIGNIFICANT
CONTACTS-frequency, contact, purpose Works in collaboration with attorneys, administrators, school personnel, governmental agencies, and the public in developing, implementing and administering standardized legal compliance procedures to promote consistency, accountability, transparency, and timely compliance with statutory and regulatory obligations throughout the District.
PHYSICAL REQUIREMENTS
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.
TERMS OF EMPLOYMENT
Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
