Key Responsibilities Monitor compliance with HUD Section 3 requirements and workforce participation goals. Track labor hours, worker eligibility, hiring efforts, and contractor documentation. Prepare monthly and final compliance reports and support audits. Coordinate workforce development with trade schools, apprenticeship programs, and community organizations. Monitor Equal Employment Opportunity, affirmative action, and nondiscrimination requirements. Review certified payrolls, wage classifications, and prevailing wage compliance. Support contractor and subcontractor compliance with federal labor standards. Maintain workforce registries and coordinate with public agencies, contractors, and community partners. Qualifications Bachelor's degree in Public Administration, Construction Management, HR, or related field; equivalent experience considered. 3+ years of experience in HUD programs, compliance, workforce development, or construction administration. Knowledge of HUD Section 3, Davis-Bacon, and Equal Employment Opportunity requirements. Strong reporting, organizational, communication, and problem-solving skills. Experience with public housing, federally funded construction, or apprenticeship programs preferred.
