Job Description

Advanced Personnel Resources is seeking an experienced Affordable Housing Compliance Specialist for a new opportunity with our client here in the Triad. The Affordable Housing Compliance Specialist is responsible for screening and selecting applicants for affordable housing programs and determining eligibility for final selection, admission, or rejection. The position conducts eligibility interviews, re-examinations, and recertifications; reviews and verifies applicant and participant documentation; calculates rent and housing assistance amounts; processes changes in household circumstances; and maintains accurate records within the applicable database and housing management systems. The Affordable Housing Specialist works closely with applicants, program participants, landlords, property owners, property managers, employers, housing agencies, and other community organizations to facilitate timely and accurate administration of housing assistance programs. The position requires independent judgment, initiative, attention to detail, and the ability to communicate with courtesy, tact, and firmness when handling sensitive or complex housing matters. Essential Job Functions Maintains current knowledge of applicable federal, state, and local laws, regulations, policies, and procedures governing affordable housing and housing assistance programs. Screens applicants and determines eligibility for housing assistance in accordance with applicable program requirements. Conducts program enrollments, orientations, briefings, and eligibility interviews. Schedules and conducts annual and interim re-examinations to determine continued eligibility and compliance. Reviews and verifies household income, employment, family composition, marital status, assets, and other eligibility factors. Conducts final reviews of required verifications and supporting documentation to ensure accuracy and completeness. Calculates rent, tenant contributions, housing assistance amounts, and other applicable financial determinations for new admissions, transfers, recertifications, and changes in circumstances. Issues housing assistance or eligibility documents and revalidates documentation when participants transfer between residences or otherwise change housing circumstances. Processes moves, transfers, interim changes, annual recertifications, and other participant requests in accordance with program requirements. Communicates with landlords, property owners, agents, and property managers regarding unit eligibility, unit size, rental rates, lease requirements, contracts, renewals, and other housing-related matters. Prepares housing assistance payment contracts and related documents for owner or landlord execution. Maintains timely communication with applicants, participants, landlords, and other involved parties regarding appointments, inspections, required documentation, program changes, and other applicable requirements. Enters and updates applicant and participant information, status changes, payment information, recertifications, and other transactions in applicable database and housing management systems. Processes payment adjustments and amendments to leases, contracts, or other housing documents as necessary. Prepares correspondence, notices, letters, briefing materials, participant packets, forms, and other required documentation. Assists participants with specialized housing assistance programs and supportive housing initiatives, as applicable. Coordinates with other housing agencies and program administrators regarding portability, transfers, and other participant-related matters. Responds to telephone, electronic, and in-person inquiries regarding affordable housing programs, eligibility requirements, application status, and program procedures; refers complex matters to the appropriate staff or supervisor when necessary. Generates and maintains periodic reports related to program activity, including recertifications, participant changes, move-outs, and other required performance measures. Maintains accurate, confidential, and organized participant and program records in accordance with applicable policies and regulations. Exercises independent judgment and initiative in resolving routine eligibility, documentation, and program administration issues. Performs other related duties as assigned. Minimum Training and Experience High School Diploma or Equivalent, supplemented by college-level coursework in business administration, psychology, sociology, human services, public administration, or a related field, and one to two years of experience in administrative, eligibility, housing, social services, or customer service work involving substantial public contact , preferably including experience working with low-income individuals, families, older adults, or other populations receiving housing or social services. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. #IR1
