Residential Quality & Compliance Specialist Summary The Residential Quality & Compliance Specialist conducts authorized, confidential review of video surveillance in designated common areas of Emmaus Home residences. The Specialist uses standardized criteria to identify possible safety concerns, service-delivery gaps, policy violations, documentation inconsistencies, and encourage examples of strong practice. This position creates objective review records, preserves relevant footage when directed, and promptly routes concerns through the approved escalation process. The position does not independently discipline employees, make clinical determinations, investigate beyond assigned authority, or use surveillance for personal, retaliatory, discriminatory, or unrelated purposes.
Essential Responsibilities Incident Management Point Person Duties EIM Data Entry & Processing:
Oversee the accurate typing, formatting, and submission of initial, first-section, and final incident reports within the Pennsylvania Enterprise Incident Management (EIM) system.
Regulatory Timeline Accountability:
Enforce strict adherence to Pennsylvania Office of Developmental Programs (ODP) regulatory timelines (e.g., 24-hour initial reporting and 30-day finalizations).
System Auditing:
Routinely monitor internal and external agency reporting platforms to ensure no undocumented incidents pass without proper administrative escalation.
Investigation Follow-Up:
Monitor the status of open incidents, coordinate with internal investigators, and compile documentation required by state or county quality assurance teams.
Corrective Action Tracking:
Input, track, and close out Corrective Action Plans (CAPs) in the EIM system, verifying that home-level remediations are physically enacted and documented. Quality Assurance & Video Surveillance Review Review live or recorded footage only from approved cameras, sites, dates, and times and only for an authorized business purpose. Complete risk-based and randomized monitoring assignments across homes, shifts, and days to reduce selection bias and provide equitable oversight. Compare observable staff conduct with applicable policies, individual support plans when access is authorized, training expectations, staffing assignments, and health and safety requirements. Document observable facts, not assumptions, using the approved monitoring log and incident referral form. Immediately escalate suspected abuse, neglect, exploitation, medical emergency, missing-person risk, unsafe restraint, serious rights violation, or other imminent danger. Preserve footage related to reported concerns through the approved system; maintain chain-of-custody information and never download to a personal device. Prepare weekly trend summaries that remove unnecessary personal details and identify recurring training, supervision, staffing, or operational concerns. Collaborate with Operations, Quality, HR, Clinical, and Incident Management while maintaining clear role boundaries and need-to-know access. Recognize and document positive staff practice so the program supports coaching and quality improvement as well as accountability. Report camera outages, blind spots, timestamp errors, access anomalies, or suspected cybersecurity issues promptly. Participate in training, calibration reviews, audits, and periodic assessment of the monitoring program. Perform other related duties within the authorized compliance and quality scope.
Data Integrity, Security, and Confidentiality HIPAA Compliance:
Maintain rigorous confidentiality regarding protected health information and video footage in full alignment with federal regulations and Pennsylvania privacy laws.
Secure Access Maintenance:
Utilize only encrypted, secure connections when accessing surveillance feeds and EIM platforms remotely.
Audit Readiness:
Maintain structured digital records of all monitoring logs, incident documentation, and corrective actions to ensure readiness for state licensing reviews. Minimum Qualifications High school diploma or equivalent required; associate or bachelor's degree in human services, criminal justice, compliance, healthcare administration, quality assurance, or a related field preferred. At least two years of experience in intellectual and developmental disability services, residential services, healthcare compliance, quality assurance, investigations, or closely related work preferred. Demonstrated ability to maintain confidentiality and review sensitive information objectively and without bias. Strong written communication, observation, time-management, and technology skills. Successful completion of required background checks, confidentiality agreements, system-security training, incident-management training, and organization orientation. Reliable secure internet and private workspace if remote work is permitted; no public or shared-space monitoring. Physical and Technology Requirements This position primarily involves prolonged computer use, visual review of multiple video feeds, keyboarding, and sustained attention.
