At this time, we have an outstanding career opportunity available, as we're looking for the "right person" to serve as Principal Finance Analyst in the City Treasurer's Office. The ideal candidate will have a strong background in accounting, treasury operations, financial analysis, forecasting, and cash flow management. The successful candidate will be highly analytical and detail-oriented, with strong Excel, financial modeling, data analysis, and reporting skills, with the ability to translate financial information into sound management decisions. Experience improving processes, optimizing workflows, leveraging technology, and implementing or enhancing financial systems is highly valued. Strong project coordination, cross-functional collaboration, stakeholder management skills, and sound judgment/integrity are essential to the role. CPA licensure, successful completion of the CPA examination with progress toward licensure, or other relevant professional credentials is desirable. Experience with technology implementations, financial systems, data analytics, or automation of financial processes will be considered highly desirable. The Department The City Treasurer's Department is responsible for receiving, safeguarding, investing, and disbursing the City's public funds in accordance with the City Charter and applicable laws, policies, and procedures. The Department receives and accounts for City revenues from a variety of sources, maintains custody of public funds, oversees banking and investment activities, and ensures the proper disbursement of funds. The Principal Finance Analyst plays a key role in supporting the financial operations and strategic objectives of the City Treasurer's Department. This position performs complex financial and analytical work, manages and coordinates major financial programs and projects, develops recommendations to support informed decision-making, and provides advanced professional support for treasury and other departmental financial activit Examples of Essential Duties Performs professional tasks in support of the City's financial management operations; prepares a variety of complex analyses involving revenue and expenditures, payroll, accounts payable, accounts receivables, budget, and treasury operations. Leads the preparation, implementation, monitoring and evaluation of capital improvement plans and budgets; monitors and updates operating and capital budget adjustments and funding changes; reviews CIP requests for financial compliance Prepares and analyzes highly complex and sensitive budget requests, policy proposals, and financial reports, including reports regarding the City's long-term obligations, revenue forecasts and expenditure trends Assists in the preparation of a variety of complex financial analyses, forecasts, and reports, including the annual budget, Comprehensive Annual Financial Report (CAFR) and the Popular Annual Financial Report (PAFR) Conducts analysis of proposals; identifies issues and opportunities; assists with the development of alternative scenarios to improve service levels or revenues and lower costs Conducts reconciliations and analysis of fiscal transactions to ensure compliance with municipal codes and policies, and federal and state laws, rules and regulations Conducts and coordinates special research studies and projects as assigned Prepares journal entries and reconciliations for complex accounting transactions such as debt issuance and refunding, capital assets acquisition and related transactions Minimum Qualifications Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying.

Education:
A bachelor's degree from an accredited college or university in accounting, economics finance, business, public administration or other closely related field. A master's degree, Certified Public Accountant (CPA), and/or Certified Government Financial Manager (CGFM) is highly desirable.
Experience:
Four (4) years' increasingly responsible professional level governmental financial management, accounting, budgeting or auditing experience, with an emphasis in business and revenue operations activities, including one (1) year in a senior capacity or as supervisor of professional-level finance staff for a municipality or other public sector entity.

SALARY RANGE
is composed of seven steps. Merit step increases are based on satisfactory performance.
PROMOTIONS
within the City are based upon the merit system principles emphasizing individual ability and utilizing competitive examinations.
TWELVE PAID HOLIDAYS
provided per year.
GENERAL LEAVE
with pay of 176 hours is granted to regular employees. After four years' service additional general leave hours are earned, up to 256 hours after fifteen years' service.
ADMINISTRATIVE LEAVE
with pay is granted in the amount of 60 hours per calendar year.

RETIREMENT BENEFITS
are provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. Effective January 1, 2013, the Public Employees' Pension Reform Act will apply to new members of CalPERS. A new member is defined as a new hire who is brought into CalPERS membership for the first time on or after 1/1/13 and has no prior membership in a California public retirement system; is not eligible for reciprocity with another California public retirement system; or is rehired by a different CalPERS employer after a break in service of greater than six (6) months. FLEXIBLE WORK SCHEDULES
Employees will have the option of working a 5/40 or 9/80 work schedule with Supervisor and Department Head approval. Employees assigned to the Police Department shall retain the option of working the 4/10 work schedule with Supervisor and Department Head approval. In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Head may assign an employee a different work schedule that is in compliance with the requirements of FLSA with City Manager approval.
