School Budget:

Review, analyze, and approve all school district and charter school operating budgets. Calculate and monitor the distribution and use of over $4.1 billion in State Equalization Guarantee (SEG) funding. Collect and analyze projected and actual student membership. Collect and analyze information related to Teacher Cost Index and licensed employees certified through the National Board for Professional Teaching Standards. On a quarterly basis, review school district and charter school actual revenues, expenditures, and cash reports. Review Emergency Supplemental Awards and Out-of-State Tuition Awards. School district or charter school Board of Finance suspensions. Provides technical support and training for school district and charter school business personnel. Helps develop the public-school support appropriation recommendation in relation to SEG. Creating Bond Certification Certificates to issue GO Bonds or ETNs and other miscellaneous tasks. Why does the job exist? This position within the Public Education Department (PED) School Budget Bureau serves as an oversight agent monitoring an assigned portfolio of New Mexico's 89 school districts and 103 charter schools. Key responsibilities include administering the state's $4.6 billion public school funding formula and delivering extensive technical guidance on finance and budgeting in compliance with state law, PED rules, and the Public School Accounting and Budget Manual. Additionally, the role is responsible for reviewing, verifying, and approving annual operating budgets, monitoring monthly and quarterly revenue, expenditure, and cash reports, and performing related administrative duties. How does it get done? The position executes financial oversight and funding formula calculations through rigorous analysis, accurate data modeling, and ongoing technical guidance. The role evaluates monthly and quarterly financial statements, annual Operating Budgets, daily Budget Adjustment Requests (BARs), and average salary reports to maintain strict fiscal compliance across assigned entities. To determine State Equalization Guarantee (SEG) distributions, the position gathers and verifies key operational data, including Teacher Cost Index (TCI), Membership Projections, National Board Certified Teachers, and 40D/80D/120D Membership counts and compiles it within the 910B5 form. Throughout these processes, the role maintains regular, proactive communication with school district leaders, charter administrators, and department staff to resolve inquiries, clarify submission requirements, and ensure smooth operational workflow. Who are the customers? This position serves as a primary financial liaison and advisor to key educational leadership, governing bodies, and state policymakers. On an operational level, the role works directly with school district superintendents, charter school representatives, and local school boards to provide technical guidance, process budget submissions, and ensure fiscal transparency. At the executive and policy level, the position generates critical data analysis, reports, and funding formula calculations for Public Education Department (PED) upper management, state legislators, and the Office of the Governor to inform statewide education policy and budgetary decision-making. Ideal Candidate This position serves as a primary financial liaison and advisor to key educational leadership, governing bodies, and state policymakers. Minimum Qualification Associate degree in accounting, economics, finance, business administration, or related field and two (2) years of directly related experience in budgeting, accounting, auditing, statistical analysis or similar experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable. Employment Requirements Must possess and maintain a valid New Mexico's Driver's License. Working Conditions Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer and telephone usage.
