This position serves as the recognized budget development and expenditure management resource for the Environmental Health Bureau (EHB), Financial Services Office (FSO) within the Michigan Department of Health and Human Services (MDHHS). The analyst performs advanced budget, financial management, and compliance activities that support EHB's programs and sections. Responsibilities include budget development, expenditure monitoring, forecasting, federal and state financial reporting and monitoring, contracting support, and fiscal analysis. The position ensures that all Environmental Health programs adhere to state appropriations, federal regulations, and department and EHB fiscal policies. The analyst provides accurate and timely financial information to EHB leadership and program managers to support effective public health operations and decision-making.Duties and Responsibilities:
Develop and manage annual and multiyear budgets for EHB sections and programs, including state, federal, and restricted funding sources. Serve as the fiscal liaison with EHB division and office staff, providing timely guidance regarding allowable costs, spending plans, and funding availability. Monitor expenditures, analyze spending patterns, identify variances, and recommend corrective actions. Process and review transactions, including journal entries, project setups, cost reallocations, and budget adjustments. Assist in the development of financial forecasting models, legislative reporting, and strategic planning. Support audit and monitoring activities by providing fiscal documentation and ensuring accurate financial recordkeeping. Develop financial tracking tools, spreadsheets, and dashboards to support transparency and effective program management. Collaborate with MDHHS internal partners, including the Bureaus of Grants and Purchasing, Accounting, Audit, Budget, and Information Technology Financial Services. Recommend improvements to financial processes, internal controls, and administrative procedures within FSO. Provide training and technical assistance to program staff regarding fiscal procedures, regulations, and other fiscal requirements. Always represent the best interests of MDHHS and MPHI. Other duties as assigned.Qualifications/Requirements:
Education:
Possession of a bachelor's degree in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics.Experience:
Three years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data.Highly Preferred:
Experience in preparing budgets, expenditure reports, and financial projections. Ability to interpret complex financial data and communicate findings clearly to diverse audiences. Proficiency with Microsoft Excel and financial modeling and reporting tools to create trackers, projections, and financial summaries. Strong organizational skills and ability to manage competing priorities and deadlines. Knowledge of MDHHS financial operations, environmental health program funding structures, and grant management requirements. Knowledge of federal requirements and state appropriations affecting EHB programs. Knowledge of SIGMA Financial and SIGMA Budget systems. SIGMA (Statewide Integrated Governmental Management Applications) is a state of Michigan system that standardizes statewide budgets, accounting, payment, bids, and grant processes.ImportantSkillsand Characteristics:
Requires considerable independent judgment. A high level of initiative and accountability. Excellent oral and written communications and quantitative skills. Ability to work well in team environments. Strong organizational skills, attention to detail, and accuracy working with numbers. Advanced proficiency in Microsoft Office Excel. Ability to input, maintain and retrieve data from computer systems. Knowledge of generally accepted budgeting, accounting, auditing theories, principles, methods, and practices, including knowledge of internal auditing standards. Ability to collect and organize accounting data, interpret its significance, and prepare accurate financial reports. Ability to solve complex accounting and related financial problems. Knowledge of the application of internal control concepts to plan, perform, manage, and report on the evaluation of various business processes/areas/functions.Work Environment and Physical Requirements:
Standard office environment. Job may require moderate physical effort such as lifting or transporting a laptop computer. Involves significant computer related activity including keyboarding and viewing a computer screen, in addition to communicating by telephone or via Microsoft Teams.
