POSITION PURPOSE
Responsible for the administration and accounting for one or more of Treasury Management primary functions: Banking, Cash Forecasting, Collections & US Treasury, or Loans. This position is the agency expert on accounting and operational issues and is responsible for the development of accounting, technical, and business policies and procedures for the assigned function. This position is also the agency expert on US Treasury, Commercial Banking, and Federal Reserve Bank procedures, policies, regulations, and systems. Supervise the work of up to 2 Accountants and/or Analysts.
PRINCIPAL ACCOUNTABILITIES
1. Responsible for one of the following Treasury Management functions
Banking:
Manage all TVA commercial and Federal Reserve banking relationships. Responsible for the receipt, disbursement, and investment of all TVA funds in commercial banks. Responsible for debt issuance and repayment through the Federal Reserve Bank.
Cash Forecasting:
Responsible for the accuracy of cash forecasts which have a direct impact on TVA's debt and cash levels. Responsible for developing sources and gathering expected cash flow information throughout all areas of TVA. Frequently present and explain cash forecasts to TVA executives. Supervise Accountant assigned to aid in creating daily cash forecasts.
Collections & US Treasury:
Manage TVA US Treasury relationship and report TVA's cash transactions to the US Treasury monthly. Responsible agency compliance with all electronic funds and securities transaction regulations. Responsible for resolving reporting and cash issues with US Treasury, Bureau of Public Debt, and other agencies. Supervise Accountant responsible for collecting and reporting TVA cash receipts.
Loans:
Provide oversight on loan agreements to ensure compliance with accordance with legal and financial requirements. Ensure proper accounting for all loan transactions. Maintain subsidiary ledgers and automated loan system. Provide financial information and guidance to internal and external customers. Prepare reports for TVA executives. 2. Assists in the administration of TVA's Electronic Payment Programs by providing support in the administration of the Federal Reserve Bank Fedline system, providing guidance and advice to personnel of all levels both inside and outside the agency regarding TVA's EFT programs, and preparing reports and statistical analysis of EFT programs and transactions. 3. Perform financial analysis as assigned by Director, Treasury Management and Senior Vice President and Treasurer. 4. Ensures procedures and documentation are in compliance with the Sarbanes-Oxley Act.
MINIMUM REQUIREMENTS
Education.
•A bachelor's degree in accounting or finance; or equivalent education, training & experience is required. Experience.
•Professional experience with at least 2 or more years in accounting, finance and/or information systems. Certification/License, etc — A CPA certification or MBA is highly desirable. Knowledge/Skills/Abilities —. Requires knowledge and skill in commercial banking, Federal Reserve and US Treasury regulations and systems, principles of accounting, finance and cash management; and TVA's general ledger systems, processes and procedures. Must be able to organize and perform several tasks simultaneously while meeting deadlines, must have well developed analytical and computer skills, and must be able to effectively work with and communicate with personnel at all levels both within and outside the agency. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
