Under the supervision of a SPE 2, the incumbent will spend 85% of their time examining State Agency programs and transactions in to determine whether they are bona fide and free from fraud, waste, and abuse. Examinations include testing programs and transactions for compliance with laws and regulations; analyzing data; developing audit ideas and objectives; and developing the elements of a finding in accordance with audit standards. 15% of their time will be spent on special projects. Minimum QualificationsCivil Service examinations are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program. For appointment to a State Program Examiner Trainee 1, you must have:- A bachelor's or graduate degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics. For appointment to a State Program Examiner Trainee 2, you must have:
- A bachelor's or graduate degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics AND one year of professional accounting and/or auditing experience. OR
- A master's or doctoral degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics. For appointment to a State Program Examiner 1, you must have:
- A bachelor's or graduate degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics AND two years of professional accounting and/or auditing experience. OR
- A master's or doctoral degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics AND one year of professional accounting and/or auditing experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.Transfer:
For 70.1, 52.6, or 70.4 transfer to a State Program Examiner 1, salary grade (SG- 18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
