Job Description

Financial Manager, New Orleans, LA Federal Government Contractor Opportunity The Financial Manager shall provide leadership, management, and oversight of all Financial Management Support activities performed under a Federal Government contract. The Financial Manager shall be responsible for planning, organizing, directing, and monitoring all financial management services and shall ensure compliance with agency, Office of Management and Budget (OMB), Federal financial management requirements, and applicable contractual requirements.
Duties:
1. Serve as the Contractor's lead financial management representative and principal advisor to the Project Manager regarding all financial management services performed under the contract. 2. Manage and oversee all activities associated with budget formulation, budget execution, budget reporting, financial analysis, and financial systems support. 3. Support the program in the preparation of annual and multi-year budget requests, Annual Operating Plans, budget justifications, budget presentations, and supporting documentation. 4. Coordinate the development, review, reconciliation, and tracking of budget allocations, allotments, obligations, expenditures, and funding balances. 5. Monitor budget execution activities and provide analysis, recommendations, and corrective actions to support effective financial management and utilization of appropriated funds. 6. Lead preparation of financial reports, budget status reports, uncosted obligation analyses, unobligated balance analyses, travel reports, and ad hoc financial studies. 7. Oversee contractor support for financial management systems. 8. Direct financial analysis of other contractors' cost and performance reports, labor reporting, and accrued costs. 9. Develop and maintain financial management procedures, desk guides, workflows, and process improvement initiatives designed to enhance efficiency, accuracy, and accountability. 10. Coordinate responses to financial data calls, budget inquiries, and requests for information. 11. Supervise financial management personnel and ensure all deliverables are completed accurately, on schedule, and in accordance with established quality standards. 12. Maintain effective working relationships with customer management, headquarters organizations, auditors, contractors, and other Federal stakeholders. 13. Support special projects, financial studies, and emerging mission requirements as directed by the Government. ___________________________________________________________________________________________
Qualifications:
1. Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Economics, Public Administration, or a closely related field. 2. Minimum of seven (7) years' relevant professional experience preferably on Federal Government contracts, programs, or projects. 3. Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), Certified Management Accountant (CMA), or equivalent professional certification preferred. 4. Demonstrated experience preparing, analyzing, and monitoring Federal budgets, appropriations, obligations, expenditures, and financial performance metrics. 5. Demonstrated experience supporting Federal financial management systems and reporting processes. 6. Proficiency in Microsoft Office Suite, Excel, Word, PowerPoint, SharePoint, and financial reporting tools. 7. Excellent written and oral communication skills, including the ability to communicate complex financial information to technical and non-technical audiences. 8. Ability to obtain and maintain a Government security clearance at the level required by the contract.
