The Financial Analysis Specialist will:
Provide dedicated financial leadership and oversight for the Income Support Division's major program grants and fiscal operations; Ensure that federal and state funds are properly budgeted, monitored, and utilized in compliance with applicable laws, regulations, grant requirements, and contractual obligations; Serve as a key financial resource to program leadership and staff, supporting sound fiscal decision making and effective stewardship of public resources. How does it get done? The Financial Analysis Specialist is responsible for: Managing and coordinates complex budget and fiscal activities, including grant administration, contract development and monitoring, accounts payable, fiscal reporting, financial analysis, and audit coordination; Supporting TANF, Child Support, Refugee and Resettlement, and LIHEAP grants; Reviewing financial and contractual requirements; Maintaining accurate fiscal records; and provides financial guidance and technical assistance to program staff; Conducting and participates in off-site financial reviews, monitoring activities, and audits at program locations throughout New Mexico. Statewide travel, including occasional overnight or extended travel, is an essential function of the position. Who are the customers? Ideal Candidate Executive Health Care Authority (HCA) Income Support Division (ISD) staff; ISD Program Staff (WSFB, LIHEAP, Policy and Work Program) and Field Staff; HCA Administrative Support Division (ASD) staff; Other State of New Mexico agencies; Federal partners, contractors, grant recipients, and the public served by the Income Support Division. Minimum Qualification Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable. Employment Requirements Must possess and maintain a valid Driver's License. Must obtain a Defensive Driving Certificate. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Position may require prolonged sitting, detailed review of financial and operational documents, participation in virtual and in-person meetings, and occasional in-state travel for trainings or implementation activities.
