Advises the Branch Head and Family Readiness Services Section Head by conducting research and analysis, planning and the development, coordinion, and monitoring of programs. Provides comprehensive and expert level analysis of personal financial management programs and qualitive and quantitive program evaluion to provide recommendions on functional effectiveness of business programs, business practices, operions, productivity, and efficiency. Serves as the subject mter expert for unit level financial readiness assets within the PFMP, providing guidance and training to Marines and families across the Corps. Reports to the Family Readiness Services Section Head. Works independently or in conjunction with the Section Head, PFMP Program Manager, and branch support staff to complete program and project studies. Carries out reviews of financial readiness program operions to develop and revise policy, procedures, and curriculum to support effective execution of personal financial educion and counseling for individuals and organizions to promote financial readiness and well-being of authorized prons; assists Marines and families with the identificion and evaluion of current financial situion; development of plans to overcome indebtedness; recognize and modify ineffective financial management behaviors; and identificion of stregies to achieve personal short and long term financial goals. Evalues and interprets da to identify and clarify issues and concerns; and determine approprie courses of action to positively affect work/life relionships, mission readiness, recruitment, and retention. Conducts procedural inspections and reviews for compliance with USMC, SECNAV, and DOD policies and regulions. Provides expert program and economic analyses to ensure functional needs are met for programs and services. Develops corrective actions and conducts follow up inspections. Plans, develops, and conducts analyses for current and projected programs to achieve goals and objectives. Collects, verifies, and adjusts da from diverse sources and performs qualitive analysis. Serves as the secondary Marine Corps point of contact for the utilizion of Office of the Secretary of Defense (OSD) Personal Financial Counselor requests and assignments to augment installion service delivery. Prepares reports for the PFMP. Conducts and participes in program and resources allocion reviews. Communices results and resource requirements to various audiences. Develops program surveys, audits, and special projects. Conducts presentions using a variety of techniques and methods. Represents Headquarters Marine Corps in the delivery of presentions and briefs on Financial Readiness to major professional associions, inter-service, and DOD audiences. May work a fluctuing work schedule to complete work assignments outside of the typical work week and work hours. The ability to conduct travel as needed to support program needs is required. Qualificions Bachelor¿s degree in financial management or a reled field approprie to the work of position and three years of experience in the occupion, or a reled field or work area. An Accredited Financial Counselor (AFC®), Chartered Financial Consultant (ChFC), or Certified Financial Planner (CFP) credential is required time of hire and must be maintained for the entire term of employment thereafter. Expert knowledge of laws and policies reled to DoD, Navy and Marine Corps Personal Financial Readiness. Expert knowledge of military pay policy and procedures.Requires knowledge of:
the substantive nure of Marine Corps programs and activities; Marine Corps missions, policies, and objectives; management principles and processes; and the analytical and evaluive methods and techniques for assessing program development or execution and improving organizional effectiveness and efficiency. Understanding of basic budgetary and financial management principles and techniques as they rele to long range planning of programs and objectives. Superior oral and written communicion skills to develop presentions and reports for audiences th may include individual Marines and their families, unit and installion leadership, HQMC staff, sections, CMC, DoD leadership, and Congress. Knowledge of analysis of management informion requirements to develop program or administrive reporting systems including the systems specificions, da ghering and analytical techniques, and systems evaluion methodology. Ability to develop realistic and challenging integred training standards th encompass mission functions using knowledge of military command structure, mission, programs, and organizional relionships. Expertise in developing new or modified administrive program policies, regulions, goals, or objectives. Experience in identifying and developing da required for use in the management and direction of programs. Skill in applying a wide range of concepts, principles, and theories reling to financial management, financial counseling, and financial educion. Skill in establishing and maintaining effective working relionships using tact, diplomacy, and overall professionalism. Skill to opere a personal computer, reled computer equipment and various software applicions.
