POSITION SUMMARY
Dinsmore is looking for an HR & Payroll Manager to take full ownership of Human Resources and Payroll for the company—accountable for the entire function, including California and federal compliance (OSHA/Cal-OSHA included), not just individual tasks within it. Reporting directly to the Director of Finance & Administration and the Owners, this person runs the daily functions of the HR department: recruiting, interviewing, and onboarding new team members; employee development and culture building; administering pay, benefits, and leave; workers' compensation and incident reporting, in partnership with our Safety Committee; and enforcing company policy. This person owns the full employee lifecycle from recruiting through offboarding and runs biweekly payroll, including certified payroll, with zero drift on accuracy. This is a role for someone who finds real satisfaction in watching people grow — who takes initiative, works with minimal supervision, and treats culture-building as core to the job. Duties may shift as operational demands require.
RESPONSIBILITIES
Full ownership of HR & Payroll. Manage and take accountability for all HR and Payroll functions company-wide, including California and federal compliance (OSHA/Cal-OSHA included). Own and evolve company policy as regulations and business needs change. HR compliance & training. Track and document compliance with required and non-mandatory training, continuing education, and assessments — including safety training, in partnership with the Safety Committee, and anti-harassment training. Recruiting & onboarding. Own new hire orientation. Recruit, interview, and facilitate hiring for open positions, partnering with department managers on the skills and competencies each role actually needs. Screening. Coordinate background checks, employment eligibility verification, and physicals where required. HR administration. Administer core HR programs — compensation, benefits, leave, performance and talent management, and recognition. Employee relations & culture. Build real relationships across the team — this is a role for someone who finds genuine satisfaction in helping people grow, not just processing their paperwork. Support development, recognition, and engagement day to day; step in on disciplinary matters, disputes, investigations, and terminations when they're needed, but the goal is a culture that makes those the exception. Workers' compensation & safety. Process, track, and report employee injuries and workers' comp claims, in partnership with the Safety Committee on OSHA/Cal-OSHA compliance. Payroll processing. Run biweekly regular and certified payroll; enter payroll into the accounting system; manage onboarding, termination, and wage-change payroll actions. Complete biweekly and quarterly payroll audits, and keep all internal payroll spreadsheets current. Confidentiality. Maintain strict confidentiality of employee, payroll, and company information at all times.
SKILLS & REQUIREMENTS
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements below are representative of the knowledge, skill, and ability required. 4+ years of experience in HR and Payroll. SPHR or PHRCa certification encouraged. Thorough knowledge of employment law, workplace safety regulations (OSHA/Cal-OSHA), and payroll regulations, including certified payroll; stays current as rules change. Bilingual English/Spanish required — excellent verbal and written communication in both. Proficient in UKG (or Inova) and QBD; comfortable in MS Office (Word, Excel, Outlook) and quick to learn new software. We run on Apple/Mac hardware and don't provide basic device training. Strong organizational and analytical skills — able to prioritize, delegate, self-audit, and hit deadlines with minimal supervision. Comfortable working independently, in a fast-paced environment, and with a diverse group of people. Willingness to pursue ongoing education — classes, seminars, webinars — relevant to the role.

PHYSICAL REQUIREMENTS
Prolonged periods of sitting or standing at a desk and working on a computer. Must be able to lift up to 25 pounds at times.
PAY SCALE & BENEFITS
Salary:
$85,000-$105,000 based on experience and certification.
Hours:
Full-time, Monday-Friday, 7am-3:30pm.
