Job Description
Under the general direction of the Payroll Manager, the Senior Payroll Specialist is responsible for performing all tasks necessary to accomplish the organization's payroll processing objectives. This position requires an extremely detail oriented person with significant knowledge of payroll administration, processes and state and federal regulations. Performs regular processing of payroll activities; enters new hire information and maintains payroll files; analyzes, prepares, and inputs voluntary and involuntary deduction and direct deposit records. Maintains current knowledge of organization's payroll policies and procedures; performs pre-auditing of payroll data for accuracy and compliance with all applicable policies, procedures, human resource manuals, and collective bargaining agreements; Performs processing of bi-weekly payroll related employee checks and direct deposits; performs processing of bi-weekly payroll tax, involuntary and voluntary benefit deduction payments; ensures processing is completed within required time frame. Prepares monthly reconciliations of benefit deductions, vendor invoices, and general ledger account balances; prepares payments to vendors; may prepare premium reports and communicate with insurance carriers and other program vendors. Prepares Florida Retirement System (FRS) reports and performs retirement coordinator functions and tasks, including preparing monthly FRS reports. Prepares monthly Retiree Health and life insurance reconciliations. Prepares quarterly state and federal payroll returns. Responds to payroll personnel inquiries; provides resolution information or direction accordingly; provides assistance to both internal and external auditors by responding to inquiries and providing payroll data. Maintains current knowledge of applicable state and federal regulations and wage and hour laws; reads professional literature; attends workshops and training sessions as appropriate. Possesses a deep understanding of the payroll system, including its structure, configuration, and processing logic. This role requires expertise in creating and maintaining earn codes, troubleshooting complex payroll issues, and identifying and resolving system or data errors efficiently. Associate's degree or equivalent from two-year College or technical school supplemented by a minimum of four recent and relevant progressively responsible payroll accounting experience that demonstrates the comprehensive knowledge of regulatory standards and requirements of government payroll reporting. Strong written, oral and interpersonal communication skills required. Fundamental Payroll Certification (FPC) required. Special consideration will be given to applicants who possess Certified Payroll Professional (CPP) designation and/or have experience with payroll processing software (i.e. Banner). In depth knowledge of current payroll laws and regulations Critical thinking, strong analytical skills and attention to detail Ability to work independently and use sound judgment Organizational skills to manage and prioritize multiple or competing work assignments Time management and the ability to complete assignments by established deadlines Working knowledge of basic accounting principles Excellent communication skills Proficiency with Word, Outlook and Excel

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting carrying pushing and/or pulling of objects and materials of light weight (5-10 pounds).
