Downtown•St. Louis, MO Incumbents in this position are responsible for reviewing properties for property tax exemptions, abatements and redevelopment status, verifying related information, providing recommendations on exemption requests to the Assessor, and maintaining related records.
Essential Functions and Responsibilities:
Facilitates the abatement of property taxes based on documents received from St. Louis Development Corporation and other redevelopment corporations in accordance with Missouri law. Processes and researches applications and then determines if properties are tax-exempt. Maintains all abatement programs in the Assessor's Office. Researches and provides preliminary information for all Community Improvement Districts, and then if they are passed by the Board of Alderman/Mayor, maintains those districts for the Assessor's Office. Maintains the PACE loan program. Provides all information regarding GASB 77 reporting requirements for abatement districts to the City Comptroller for the Comprehensive Annual Financial Report. Oversees the City's Senior Property Tax Freeze Credit program. Maintains all Tax Increment Finance parcels (TIF) for the Assessor's Office. Prepares annual Railroad and Utility forms for the State Tax Commission. Implements and maintains the tornado tax relief program for real estate within the Assessor's Office. Assessor's liaison working with
SLDC, TIF
Board, and others on property tax incentives. Communicates with public officials, various agencies, attorneys and developers regarding tax abatements and exemption status. Prepares and submits responses to appeals regarding tax abatements and exemptions to the Board of Equalization and the State Tax Commission. Supervises the application and decision process for determining the tax exempt status of religious, educational and non-profit entities. Maintains records regarding tax abated and tax exempt properties. Annually reviews all tax exempt properties and adds to the assessment roll any exempt properties that are no longer owned by exempt entities or no longer being used for exempt purposes. May train co-workers, as directed, in specific tasks, job practices and procedures for tax abatement and exemption duties to improve and maintain the performance levels of these employees. Performs other duties as assigned.

Incumbents are required to recognize the texture of building materials, and colors, shapes and odors affecting property values. Requires the ability to distinguish objects clearly at close and far range. Qualifications Bachelor's degree in Business or Public Administration, Economics, Finance, Political Science, or a directly related field; plus two years of experience appraising residential, commercial and industrial property for the purpose of real property assessment. OR Bachelor's degree in a directly related field, plus one year of qualifying experience for the purpose of real property assessment specific to the City of St. Louis. OR an equivalent combination of education, training, and experience.
Preferences:
State Certified for General Real Estate Appraiser; IAAO Certified Assessment Evalulator (CAE).
