Job Description
Orbach Affordable Management is seeking a dedicated Occupancy Specialist for OAHS Hanover Village LLC, a 152-unit multifamily community located in Wilkes-Barre, PA 18706. We are looking for a compassionate and detail-oriented professional who understands the importance of serving our community and supporting residents with essential housing services. The ideal candidate will bring strong organizational, analytical, and problem-solving skills, along with a deep commitment to promoting equity and inclusivity in affordable housing. This role plays a vital part in supporting high-quality property operations and ensuring a fair and respectful living environment for all residents.
Key Responsibilities:
- Work alongside the Property Manager to manage all aspects of initial, annual, and interim recertifications, including retroactive rent calculations, in full compliance with Section 8 and LIHTC guidelines.
- Accurately apply asset and income calculations per HUD Handbook 4350.3.
- Process tenant applications, lease agreements, renewals, and recertification rent calculations.
- Identify and address household income discrepancies and assist in establishing repayment agreements as needed.
- Maintain accurate and current resident records and documentation.
- Conduct property tours and support the leasing process.
- Respond to inquiries from current and prospective residents with professionalism and resolve concerns or disputes in a timely, respectful manner.
- Ensure compliance with all eligibility requirements under Section 8 and LIHTC programs while upholding fairness throughout the process.
- Collaborate with the property management team to optimize occupancy rates and maintain a stable resident base.
- This position is full-time Monday-Friday 8:30am-4:30pm
Qualifications:
- Experience with Project-Based Section 8, Housing Choice Voucher, and LIHTC programs.
- Proficiency in file management, rent calculations, and maintaining compliance-related documentation.
- Strong communication skills (written and verbal), with an emphasis on clear and inclusive communication.
- High attention to detail and a strong sense of accuracy in all work.
- Ability to manage multiple tasks, meet deadlines, and navigate contracts or agreements effectively.
- A collaborative, team-oriented mindset with a solution-focused approach.
- Working knowledge of property law and occupancy-related regulations.
- COS (Certified Occupancy Specialist) or Tax Credit Certification preferred.
- Proficiency in OneSite, Microsoft Word, and Excel is a plus.
- Reliable transportation to and from the property is required.
