Job Description

THIS JOB DESCRIPTION DOES NOT ATTEMPT TO LIST ALL OF THE DUTIES THAT ARE OR MAY BE PERFORMED IN THIS POSITION
Primary Duties 1. Conducts moderate level review and retrieval of easements, leases, licenses, permits, contracts and related right of way documents for compliance, to ensure proper maintenance of company assets and to establish existing rights 2. Participates in the coordination of activities between Engineering and Operations 3. Researches courthouse and other records to determine legal ownership, property descriptions, ownership details and signatures required for procurement of right-of-way authorization of property ownership 4. Prepares documents and comments under the direction of ROW Supervisor or Manager to submit to the Company's legal organization to manage litigation and right of way issues 5. Resolves, negotiates, and diffuses moderate level land owner disputes and complaints 6. Supports and monitors ROW records reconciliation and file management initiatives 7. Researches and settles basic to moderate level encroachments, easement definition and other property management issues; coordinates with Operations, Engineering, and Legal on any proposed encroachments as necessary and reports weekly project status to ROW leadership for progress review 8. Negotiates acquisition of land rights and settlement of pos-construction damages with property owners and property owner representatives under the supervision of ROW Supervisor on intermediate level integrity-driven, replacement and greenfield projects; Manages relationships with landowners in conjunction with contract ROW; Attends project status update calls; Reports weekly project status update to ROW leadership 9. Preparation and/or review of moderate level right of way documents including plat detailing proposed work and land rights provisions 10. Coordinates and monitors submission of TxDOT and railroad entity permitting applications; Maintains permitting tracking report
MINIMUM REQUIREMENTS
Educational/Experience:
Bachelor's degree in Business, Real Estate, Engineering, Legal Studies, or related field and two years of related experience; or equivalent.
IRWA/IRWP
preferred
Communication Skills:
Requires excellent verbal and written skills to persuade and/or influence internal customers and external stakeholders (including landowners, attorneys, developers and governmental officials) on critical matters regarding easement/land rights, contractual issues and operational issues. Requires the ability to negotiate or persuade others.
Numeric Skills:
Requires the ability to perform basic addition, subtraction, multiplication and division.
Computer Skills:
Requires a working knowledge of various business computer applications in order to create standardized documents, reports or graphs. Advanced user with Microsoft Word, Microsoft Excel, Adobe Professional, and Google Earth.
Work Conditions:
This position will work in both indoor and outdoor environments. Requires occasionally performing activities including, but not limited to, bending, stooping, grasping, reaching, twisting, turning and/or lifting.
