Job Description

Risk Management Director The Position:

The Risk Management Director is employed by CCAP to direct and coordinate the planning, development, implementation, maintenance and control of a formal risk management and risk control program for members of CCAP's insurance programs. These duties include supervision of the Risk Control and staff management of risk control programs for members of CCAP's insurance programs. The Risk Management Director will also provide direct risk control services to members of CCAP's insurance programs. The Risk Management Director is responsible for development and implementation of special projects to assist counties with risk control and risk prevention activities. This often includes the identification of special outside consultants/experts, determination of funding sources, development and monitoring of contracts between contractors, insurance pools and members, and coordination of the work to be performed. The Risk Management Director also provides support to the general operation of CCAP, including contribution of analyses and other background material for use in the CCAP lobbying effort, writing of articles for CCAP publications, provision of information and advice to CCAP members, and other similar duties. The Risk Management Director performs most work with nominal supervision, and reports to the Managing Director, Insurance Programs for general direction and work evaluation. It is expected that the nature of the Risk Management Director's duties will require in-state travel an average of two to three days a week. This may include overnight requirements. This position is eligible for telework pursuant to CCAP's telework policy, subject to exceptions noted below.

General Responsibilities:

The Risk Management Director's general responsibilities include: Supervision and coordination of risk management and risk control activities for insurance program members. Developing and implementing risk management and risk control programs. Conducting inspection visits to PCoRP, PComp and PELICAN members and issuing reports, analysis and recommendations based on the visits. Working with individual county risk managers and loss control coordinators in analyzing potential risk factors and correcting deficiencies. Development and implementation of special projects to assist counties with risk control and risk prevention activities. Supervision of the CCAP risk control staff, including the Wellness Nurse. Working closely with the Claims Department, responsible for preparation of risk reports and analysis, including frequency, severity, and type of loss. Acting upon the results of the reports when appropriate. Communication with the claims staff to provide risk control staff with consistent and timely information about major claims and claims trends by members. Working closely with Risk Control Specialists, directing the self-inspection process for PComp and PCoRP members, including distribution, collection, review, and follow-up. Developing and conducting appropriate trainings/workshops for the insurance programs' membership, including on-site training for individual members. Maintenance of regular communications with risk managers and loss control coordinators and insurance producers. Preparation of articles for Insurance Matters and other CCAP publications. Preparation and dissemination of special topic risk control advisories for insurance program members. Analysis and interpretation of federal, state and local laws, policies and proposed legislation which could deal with risk management and risk control. Coordination and performance evaluation of risk control services of outside contractors including boiler and elevator inspection services. Assistance with marketing of CCAP insurance programs to counties. Attending PComp, PCoRP and PELICAN Board and Committee Meetings and preparing written and oral reports. Attending and participating in CCAP conferences and workshops. Assisting CCAP members with general inquiries about risk management. Performing other assignments and routine business of the Association.

Qualifications & Requirements:
Experience and Education:

Bachelor's degree (B.A.) from a four-year college or university, with a degree in environmental health and safety, risk management, basic sciences and related technical fields 8 years of experience in safety, risk control, risk management

  • Must have one or more recognized relevant certifications such as ASP, CSP, ARM/ARM-P or CRM (which is preferred) or the ability to obtain them and maintain them. Knowledge of safety/risk control and risk management principles and practices associated with workers' compensation and property and casualty exposures.
  • Demonstrated knowledge and experience with claims administration.

Knowledge of pooling industry is preferred

Must be motivated and able to deal effectively with people. Must always be in possession of a valid Pennsylvania driver's license while an employee of CCAP with a good driving record. Working Conditions and Physical Requirements

  • The standard office hours of the Association are 8:30 a.m.-4:30 p.m.
  • Travel will be required, primarily within the state of Pennsylvania, but occasionally outside of the state and may include instances requiring overnight arrangements
  • The position may require standing or sitting for extended periods of time and the ability to operate computer equipment is essential to the completion of the position's responsibilities
  • Driving to work-related activities may be required
  • May be required to climb an walk on roof tops and tight spaces
  • May be required to lift or move designated CCAP equipment, up to 50 pounds
  • May be required to stand, bend, kneel, reach or squat occasionally for extended lengths of time
  • May be required to climb stairs or a ladder
  • May be exposed to weather conditions during travel or while working outside FLSA For purposes of the Fair Labor Standards Act this is an exempt position.
Pay:

$70,000.00 - $80,000.00 per year
