The Collector position is responsible for efficiently and accurately completing a wide range of collection duties focusing on Delinquent Criminal and Civil Fines and Fees (DCF) as well as other debt due to the Municipality. Under minimal supervision responds timely to customer inquiries by phone, email/mail or in person; operates as a cashier by processing payments at public counter as well as mailed payments; performs research and skip-tracing on cases sent for collection from the State of Alaska Court; update the CourtView database with the most current information as well as noting cases with necessary information to track collections process. Collector maintains cases by processing bankruptcy notifications, court-ordered adjustments and death notices. Assures all payments are accurately and timely posted and refunds are issued when necessary. This position is critical in the filing of writs of garnishment to the State of Alaska PFD Division and the application of garnished funds received to the defendant's cases. Posts payments received from the Municipality's third-party collection agency to the CourtView database and reconciling balances between the two. Other duties as assigned. High school diploma, GED, or equivalent and four (4) years of experience in the collection of utility, tax, medical, or sales accounts, or collecting delinquent accounts receivable. Employment is conditional based on a satisfactory background check which includes criminal, education, and employment history. OR Associate's degree in Public Administration, Business Administration, Accounting, or a related discipline, and two (2) years of experience in the collection of utility, tax, medical, or sales accounts, or collecting delinquent accounts receivable. Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual's command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service.
