Position Summary Provides accurate, efficient, courteous, and professional customer service for transactions administered by the Taylor County Tax Collector. Performs a broad range of motor vehicle, vessel, driver license/identification, property tax, local business tax, hunting and fishing license, and related services as assigned. Ensures transactions, payments, records, and customer information are handled in accordance with applicable Florida statutes, Florida Department of Highway Safety and Motor Vehicles (FLHSMV) requirements, Department of Revenue requirements, Tax Collector policies and procedures, and applicable federal requirements. The position requires sound judgment, attention to detail, confidentiality, cash-handling accuracy, effective use of computer systems, and the ability to communicate respectfully with customers in person, by telephone, and through other approved service channels. Essential Duties and Responsibilities Review, verify, and process original titles and title transfers for motor vehicles, mobile homes, trailers, and vessels, including required ownership documents, signatures, liens, identification, insurance, odometer/VIN information, and applicable taxes and fees. Issue and renew registrations, license plates, decals, and other authorized credentials for motor vehicles, mobile homes, trailers, and vessels; determine the appropriate registration class and transaction requirements. Process specialty, personalized, military, disability-related, and other authorized license plate transactions in accordance with current requirements. Process and document disabled parking permits/placards and other accessibility-related transactions when authorized and assigned. Perform VIN and odometer verification or other required vehicle inspections when authorized, trained, and assigned; document results accurately. Process lien additions, satisfactions, subsequent liens, transfers of equity, and other title-related transactions as authorized. Process dealer, electronic filing system, out-of-state, military, and other specialized title/registration transactions as assigned. Research motor vehicle and driver license records to resolve customer questions and transaction issues; escalate exceptions that require supervisory, FLHSMV, or other agency review. Provide driver license and identification card services when assigned and appropriately trained/certified, including document verification, identity and lawful-status requirements, required scanning, vision screening, photographs, knowledge testing, and other authorized services. Assist customers with learner permit and driver license testing processes and, when separately certified and assigned, administer authorized driving skills/road tests in accordance with current procedures. Provide voter registration assistance when required as part of an authorized driver license transaction and in accordance with applicable requirements. Assist customers with driver license reinstatement or compliance matters by researching available records and directing customers to the appropriate agency, court, county, or state for unresolved issues. Collect current and delinquent real property, tangible personal property, non-ad valorem, local business tax, and other authorized taxes or fees; provide receipts and transaction documentation. Assist with installment-payment requests, tax account research, tax bill/history requests, and other property-tax customer service functions within established authority. Assist with annual tax certificate sale or certificate-related activities when assigned and trained. Issue authorized hunting and fishing licenses and permits after verifying required customer information and eligibility. Receive and accurately process cash, checks, credit/debit card payments, and other approved payment methods; balance assigned cash drawers and follow established cash-control and security procedures. Prepare and reconcile daily transaction reports, cash sheets, receipts, and other required records; promptly report discrepancies to the appropriate supervisor. Maintain the security and confidentiality of customer, financial, driver license, tax, title, and other protected information; follow records-retention, privacy, cybersecurity, and information-security procedures. Monitor and process authorized office drop boxes, mail, forms, supplies, and other assigned operational items according to office procedures. Answer telephone calls, emails, and other customer inquiries; provide accurate information within the employees authority and refer matters requiring supervisory or agency-level decisions. Use current Tax Collector, FLHSMV, Department of Revenue, payment, document-imaging, and other approved computer systems; adapt to system updates and changing procedures. Research and apply applicable Florida statutes, administrative rules, agency procedures, and Tax Collector policies when completing transactions; seek supervisory guidance when requirements are unclear. Communicate and coordinate with FLHSMV, Department of Revenue, other governmental agencies, courts, law enforcement, financial institutions, dealers, title companies, and other authorized parties as required by the position. Attend required training, certification programs, staff meetings, and continuing education; maintain required credentials and knowledge for assigned services. May provide service at branch locations or other Tax Collector facilities and may assist with opening/closing procedures, inventory, customer flow, or other operational needs. Perform other related duties and responsibilities as assigned by the Tax Collector or designee. Knowledge, Skills, and Abilities Knowledge of or ability to learn Florida motor vehicle, title, registration, vessel, driver license, identification, tax collection, and related requirements applicable to assigned duties. Ability to accurately interpret and apply statutes, rules, agency procedures, forms, and office policies. Ability to learn and operate multiple computer applications and transaction systems with accuracy. Strong attention to detail and ability to identify incomplete, inconsistent, or potentially fraudulent documentation and refer concerns through established procedures. Ability to handle confidential and sensitive information appropriately. Ability to perform accurate cash handling, payment processing, balancing, and reconciliation. Excellent customer service, communication, listening, and conflict-resolution skills. Ability to remain professional and courteous when working with customers who may be upset, confused, or under time constraints. Ability to prioritize multiple transactions and responsibilities while maintaining accuracy and productivity. Ability to work independently within established procedures and to recognize when supervisory guidance is required. Ability to work cooperatively with coworkers, supervisors, state agencies, and members of the public. Ability to maintain regular attendance and punctuality and to comply with established work schedules. Bilingual communication skills, including Spanish, are helpful but not required. Minimum Qualifications High school diploma or equivalent. Valid Driver's License Ability to successfully complete required background, security, identity-verification, training, certification, and system-access requirements applicable to assigned duties. No specific prior experience is required; relevant customer service, cash-handling, governmental, motor vehicle, tax, or office experience is preferred. Must be able to successfully complete required on-the-job training and maintain any certifications or authorizations necessary for assigned services. Work Environment and Physical Requirements Work is primarily performed in an office/customer-service environment and requires extended periods of sitting, standing, walking, keyboarding, computer use, talking, hearing, reaching, fingering, and repetitive hand/arm movements. The employee may occasionally lift, carry, push, or pull office materials or equipment weighing up to 25 pounds. Certain assignments may require working outside, conducting VIN inspections, walking to customer vehicles, or entering and exiting vehicles for authorized driver testing. Employees must be able to safely perform the essential functions of the position, with or without reasonable accommodation. Hours worked are Monday - Friday 8 am - 5pm (1 hour lunch break)
