Assistant Collector Town of Monson Monson, MA Job Details Full-time $24.35 - $30.28 an hour 4 days ago Benefits Disability insurance Health insurance Dental insurance Paid time off Vision insurance Life insurance Paid sick time Qualifications Computer operation Writing skills Class D Business Administration Business Associate's degree Full Job Description Position Purpose The Assistant Collector performs clerical, recordkeeping, and technical work related to the operations including collection of all taxes; utilities fees; parking fines, and other fees due to the Town of Monson, as well as customer service and processing of work with attention to detail in accordance with all applicable federal, state, and local rules and regulations. Essential Functions Assists the Treasurer/Collector in the operations and services of the department. Answers questions in person, by telephone and email regarding regulations and/or polices in accordance with all applicable federal, state, and local rules and regulations. Collects and records payments of real estate, personal property, motor vehicle excise. boat excise, water. sewer, and trash payments. Collection of all miscellaneous receipts to include but not limited to cross/alters, marijuana violations. parking fines, senior/disabled donations and scholarships donations. Responsible for balancing daily work. cash drawers, runs reports. prepares and makes bank deposits. Responsible for the creation of all billing files for export to third party administrator. Oversees all aspects of the Excise billing process including working with the Assessor's office to set bill dates. Coordinates with the deputy collector in setting dates for issuance of demands and warrants. Processes the demand and warrant files which includes inspection of accounts, processing demands and warrant in our financial software system and sending files to the Deputy Collector. Processes Municipal Lien Certificates (MLC). Responsible for the collection of checks returned for non-sufficient funds. following the policies and procedures set by office policy. May provide backup to payroll and benefit functions including benefit reconciliation and accurate reporting. May be required to perform duties of Treasurer/Collector in his/her absence. Attends courses to maintain certification and remain current on new developments in the field. Performs similar or related work as required, directed, or situation dictates. Regular attendance at the workplace is required. Supervision Works under the general supervision of the Treasurer/Collector. Oversees Collection Clerk. Job Environment Office work is performed under typical office conditions, subject to frequent interruption. Operates computer and general office equipment. Work requires frequent contact with the public, town departments, realtors, appraisers, Town Officials, State and Federal agencies, and service providers. Has access to department related confidential information which requires application of appropriate judgment, discretion, and professional protocols.
Recommended Minimum Qualifications Education and Experience:
Associate degree in finance, business administration or related field. Three years of experience in accounting or financial management, preferably in a municipal setting; or any equivalent combination of education, training, and experience. Additional Requirements Valid Class D Motor Vehicle License. Certification by the Massachusetts Collectors and Treasurers Association within five years of date of hire. Ability to be bonded.
Knowledge, Ability and Skill Knowledge:
K nowledge of office procedures; computer programs, financial management and accounting principles and practices in accordance with federal, state, and local regulations.
Ability:
Ability to maintain detailed and accurate records and prioritize tasks to meet deadlines; Ability to develop effective working relationships with municipal officials, taxpayers, consultants, and employees. Ability to respond to various request for information or in response to a wide range of issues; provide a high level of customer service. Ability to analyze and interpret data. Ability to operate standard office equipment and software programs. Ability to communicate in-person, via phone, email, and writing.
Skill:
Skill in use of financial related software. Strong organizational, interpersonal, financial and technology skills. Physical Requirements Minimal physical effort required to perform functions under typical office conditions. The employee is required to use hands to finger, handle or feel objects, tools, or controls and to reach with hands and arms. Employee may be required to stoop, bend and lift or move objects weighing up to 30 pounds. Specific vision requirements include close vision, distance vision, and the ability to adjust focus and to view a computer screen for extended periods of time. Travel to programs, meetings.
Pay:
$24.35 - $30.28 per hour Expected hours: 37.5 per week
