The Audit and Compliance Division (ACD) enforces compliance with New Mexico tax laws. ACD employs a variety of tax research tools to analyze tax data to improve efficiency, streamline processes, improve customer service, and to develop new compliance programs and tax collection initiatives. ACD promotes voluntary compliance of registering, filing, and paying taxes by educating taxpayers, promoting managed audits. The purpose of this position is to examine, analyze and interpret tax accounting records for the purpose of determining compliance with federal and state laws, statutes, rulings and regulations, and generally accepted accounting and auditing standards; complete tax audits of corporations, businesses and individuals; prepare and presents audit reports. This position offers the opportunity to work both independently and as part of a collaborative team, supporting a variety of tax programs driven by business needs. The role is based in Albuquerque and relies on the communication tools and resources available to effectively serve New Mexico taxpayers. The purpose of this position is to examine, analyze and interpret source documents to determine compliance with applicable Federal and State regulations. The Senior Tax Auditor is assigned duties and responsibilities which are complex, difficult and varied. Work requires the development and adoption of non-standard procedures and has substantial impact. Work may be performed under limited supervision or under limited direction. How does it get done? The occupation of Senior Tax Auditor requires independence, complex analytical skills, and mastery of applying professional laws and standards sufficient to conduct complex assignments involving interfaces and interrelationships between and among programs, systems, functions and policies. They communicate with entities being audited, Certified Public Accountants (CPAs), attorneys, employees, managers, customers, legislators and other agencies. In-state and/or out-of-state travel may be required. Senior Tax Auditors schedule audits; conduct analyses and inspections, and review operations and/or records; prepare and present reports of findings and recommendations to management, directors, or legislators; prepare audit working documents by examining, reviewing, and analyzing accounting, and inventory records. Senior Tax Auditors monitor follow-up on Implementation or corrective actions; audit information system development, data processing administration and maintenance, computer control and operations, and/or management controls in an electronic data processing environment. Senior Tax Auditors provide guidance, direction and interpretation of federal and state statutes, regulations, and Department policies to all taxpayers, information system development, data processing administration and maintenance, computer control and operations, and/or management controls in an electronic data processing environment. Senior Tax Auditor performs the following duties:
Communication:
Annotate GenTax with all taxpayer correspondence. Answer taxpayer inquiries and provide guidance to less experienced staff members regarding taxpayer inquiries via phone, fax, and email. Emails, Calls, and Voicemail and Return calls from messages within 24-48 hours in a regular working week. Communicate with entities being audited, certified public accountants, attorneys, employees, managers, customers, legislators and other agencies. In person appointments for taxability questions. Keep taxpayers and/or taxpayer representatives, including CPAs and attorneys, informed and apprised of all phases of the tax audit process. Listens effectively and clarifies information as needed. Makes point of view in a clear and convincing manner. Writes in a clear and concise manner. Research and Analysis of Law Assist Legal Services Bureau in legal matters related to audits, to include participating in informal and formal conferences, providing depositions, and/or testifying at hearings and/or District Court. Interprets and applies federal and state tax statutes, rules, policies and regulations alongside supervisors. Perform advanced technical research of internal and external data sources, New Mexico tax statutes, regulations, rulings, Decisions and Orders, and court cases in order to provide technical guidance to the audit team. Independently evaluate taxpayer accounting systems and internal controls for accuracy and completeness. Researches, drafts, interprets and applies laws, regulations, statutes, accounting/auditing procedures and program policies. Independently reviews and analyzes contracts to determine tax liability or other tax-related matters. Internal Controls Evaluate taxpayer accounting systems and internal controls for accuracy and completeness. Audit Planning Independently plans the course of action for auditing the taxpayer. Utilize advanced tax knowledge in the development of audit plans for highly complex tax audits. Conduct Audits Participate in and conducts tax audits on large businesses independently or as a lead auditor of an audit team. Reviews audit packages, to include narratives and schedules of subordinates to assure accuracy of conclusions and opinions. Independently conduct tax audit research and fieldwork using internal and external data sources. Sampling Discusses and approves audit sampling plans and the application of sampling techniques. Prepare reporting Clearly explain the Audit/Refund/ Abatement process, findings, statutes, regulations, and rulings within the narrative. Prepare and present reports of findings and recommendations to management, directors or legislators. Prepares audit reports to include narratives and schedules for review by supervisor on findings and recommendations. Special Investigations May conduct or assist in special investigations of individual or business tax accounts. Oversight Independently evaluates taxpayer accounting systems and internal controls for accuracy and completeness. Training Assist in training auditors, particularly when assigned to an audit team. Attend in person and virtual trainings. Conducts workshops and seminars for external customers. Provide hands on training to new auditors, by allowing auditors to shadow. Participates in preparing and presenting in-house and/or on-the-job training for audit staff. Special Project GenTax Testing. Outreach for compliance. Participates in legislative bill review process. Participates in the development of tax system specifications, testing, and implementation. Special projects. Subject Matter Expertise for special projects. Safety Provide in-person safety duties. Verify evacuation routes. Security Maintain clean desk policy. Maintain security controls pursuant to the IRS publication 1075 (all employees with GenTax access). Secure all paper documents in dual locked containers. Who are the customers? This position serves the State of New Mexico taxpayers. Ideal Candidate This position serves the State of New Mexico taxpayers. Minimum Qualification Bachelor's Degree in Accounting, Finance, Business Administration, or Taxation to include eighteen (18) semester hours of accounting or auditing (six (6) semester hours in finance or business law may substitute for up to six (6) semester hours of accounting or auditing) and two (2) years of experience in Auditing, Accounting, Taxation, Collections, and/or Finance. Four (4) years additional experience in related fields may substitute for the required Bachelor's degree. Possession of a Certified Public Accountant (CPA) certificate issued by the New Mexico Board of Public Accountancy may substitute for the required hours in accounting. Employment Requirements Must be current with all tax reporting/payment. Must possess and maintain a valid Driver's License and a current Defensive Driving Course Certificate from the State of New Mexico; or must obtain Defensive Driving Course Certification within six (6) months of hire as a condition of continued employment. Employment is subject to a pre-employment background investigation and is conditional pending results. Working Conditions Office setting, exposure to VDT, extensive personal computer and phone usage. Extended periods of sitting and some lifting. Good communication skills; Interacting with the public required. High pressure/stress situations. Some outdoor work may be required.
