RESPONSIBILITY
The Director of Finance reports to the Superintendent of Schools. Reporting to the Director of Finance are 5 employees of the Finance/Business Office. The Director also collaborates with the Food Services and Transportation departments for financial accounting and accuracy. The Director is responsible for managing a service-driven operation and team focusing on all financial matters of the district, which include financial tracking and reporting for general fund, grant and special revenue funds, revenue tracking and reconciliation, certified and classified payroll, student activities, non-tax levy funds, budget development, and related state and federal financial reporting. The Director collaborates with district staff, including district leaders, building principals, program coordinators, department heads, and teaching and support staff. The Director works in partnership with employees from the City of Beverly municipal offices.

PERFORMANCE RESPONSIBILITIES
The Director of Finance responsibilities include:
  • Assumes responsibility for the implementation and observance of all School Committee policies and regulations by the finance staff.
  • Develops a systematic annual fiscal plan to make budget assumptions for both short-term and long term capital and operational expenditures. Develops a descriptive budget document that displays proposed expenditures in a way that is understandable and easy to read, consistent with community and state mandates.
  • Supervises and controls the expenditure of budget appropriations and the collections of revenues in accordance with the
  • Committee's goals and objectives.
  • Reports regularly to the Superintendent and the Committee on matters relating to budget revenue and budget expenditures and balances.
  • Identifies, pursues and administers other avenues of fundraising and philanthropy for consideration, including competitive and noncompetitive grants, tuition and fee-based programs, and advertising and marketing efforts, as well as corporate and alumni fundraising, as directed by the Superintendent. Serves as liaison to the Beverly Education Foundation.
  • Completes all state reports as required including the End of Year report.
  • Understands MUNIS permissions and training new employees on MUNIS
  • Prepares records and provides financial information for the District's annual and special audits.
  • Keeps the Superintendent informed of the business departments activities and issues and, whenever appropriate, makes recommendations for their improvement or solution. Conducts financial analysis to support development of collective bargaining strategy.
  • Oversees district procurement and manages the preparation and execution of all school department bid proposals/contractual obligations and negotiates vendor contracts.
  • Serves as liaison and resource person with all committees and the Department of Education for major school building projects; attends meetings as required.
  • Provides support and guidance for principals and other budget holders in the discharge of their responsibilities. Works with city officials and the Superintendent to identify potential areas of consolidation of school department and city services.
  • Examines non-instructional functions to identify potential cost-savings for the district. Identifies potential cost-saving measures within the financial aspects of the district (i.e. copiers, building cleaning, telephone systems, etc.). Recommends to the Superintendent, or his/her designee, appointments, assignments, promotions and dismissals of professional personnel within his/her departments.
  • Supervises the use of public school buildings by the community, within the constraints of school committee policy.
  • Supervise business office and payroll staff
