Job Description

The Town of Naples seeks a full-time Deputy Finance Director who will also serve as the Employee Benefits Manager and Assistant to the Human Resources Director. This individual is responsible for assisting the Finance Director with all activities performed by, and in the management of, the Finance Department and Human Resources Department.
ESSENTIAL JOB FUNCTIONS
Processes accounts payable weekly or as otherwise required, maintains vendor files. Processes payroll weekly, pays/files withholding taxes, pays retirement contributions and loans as necessary. Validates accuracy of payroll earnings and deductions. Assists in monitoring all functions related to accounting, reporting, and auditing activities of the Town. Reconciles liability accounts monthly or as requested by the Finance Director. Reconciles and tracks balances for all non-General Fund cash accounts. Completes adjusting journal entries as required. Assists the Finance Director in the analysis and review of financial reports and accounting transactions to determine compliance with laws, policies, and regulatory requirements. Assists and facilitates activities related to the annual independent financial audit by coordinating schedules with auditors and providing requested information. Assists the Finance Director in the development of the Town's operating budget. Assists in developing, implementing, and monitoring internal control procedures. Ensures compliance with applicable laws, regulations, policies, and generally accepted accounting principles (GAAP). Brings compliance concerns to the Finance Director as appropriate. Assists the HR Director with managing the day-to-day activities of personnel management including the on/off boarding of personnel, scheduling and maintaining performance evaluations, reviewing/updating job descriptions, maintaining personnel files, and evaluating professional development needs and opportunities. Maintains confidentiality of department records and information on a "need to know" basis. Manages employee benefits programs, including health, dental, vision and retirement programs. Serves as liaison between employees, brokers and various agencies. Ensures compliance with local policies, state and federal laws. Assists the Finance Director in all aspects related to the management of other responsibilities assigned to the Finance and HR Department. SKILLS/EXPERIENCE/TRAINING REQUIRED
Considerable knowledge of accounting and finance, which would be acquired through completion of coursework in accounting, finance, or related fields; supplemented by at least two years of experience in accounting or finance or related fields. Governmental accounting and experience with TRIO Financial Software is preferred Sufficient software application skills to customize reports and spreadsheets, utilizing the Microsoft Office products and other applications as used by the department. Sufficient knowledge of the principles and practices of effective labor relations. Strong records management and maintenance skills. Strong interpersonal, written and oral communication skills, with ability to maintain confidentiality Dedicated Team Player; ability to facilitate open communication with peers, leaders and/or members of the community; ability to demonstrate strong support of organizational goals and objectives Ability to establish priorities and organize work. At the employer's discretion, these requirements may be met by any equivalent combination of experience and training, judged sufficient by the employer.

$26.00 - 30.00/hr
