The Director of Finance serves as the organization's lead financial strategist and provides expertise on nonprofit accounting, federal grant compliance, and fiscal stewardship. This position is responsible for overseeing all accounting operations, financial reporting, budgeting, forecasting, grant financial management, pass-through funding administration, internal financial controls, compliance monitoring, and audit coordination.Key Responsibilities:
I. Accounting Operations a. Maintain and provide oversight of EFP's accounting systems, following all financial policies and procedures. b. Process and prepare fiscal transactions, including: i. verification and payment of all accounts payable ii. documentation and billing of accounts receivable iii. entering electronic payments for bills in QuickBooks/Bill.com iv. entering electronic deposits for grants, contracted services, and donations in QuickBooks v. creation of invoices needed for funders or other business needs vi. reconciliation/balancing of checking accounts and other money market accounts vii. management of credit card and debit card transactions c. Process payroll liabilities, and payroll deductions; file payroll reports; and prepare year-end contractor tax forms. Prepare and submit related filings, including but not limited to the Annual Personal Property Tax Exemption Form, and the NE Sales and Use Tax Return. d. Coordinate with the Co-Presidents to ensure that adequate funds are available to permit EFP to carry out its work and that all fiscal reporting requirements are completed in a timely manner. e. Coordinate with the Business Operations team to secure and review all major vendor bids and provide recommendations. Provides financial leadership to support organizational growth and sustainability, ensuring compliance with Generally Accepted Accounting Principles (GAAP), Uniform Guidance (2 CFR Part 200), federal and state regulations, funding requirements, and organizational policies. II. Budget, Financial Planning, and Reporting a. Lead development, implementation, monitoring, and revision of the organization's annual operating budget, grant budgets, and multi-year financial projections, in partnership with the Co-Presidents, leadership team, business operations, and Board of Directors. b. Develop financial forecasts, cash flow projections, and scenario analyses to support organizational decision-making. c. Track fundraising-related income and donations as part of overall financial reporting and any related reporting or management information systems. d. Participate in monthly financial meetings and monitor budget-to-actual performance throughout the fiscal year; communicate significant variances and recommendations to executive leadership and applicable staff. e. Develop and maintain financial dashboards and reporting tools for leadership, program staff, and the Board of Directors; organize and provide budget information to staff and the Board as requested. f. Present financial reports and recommendations to the Board of Directors and Board committees. III. Grants and Federal Compliance a. Serve as the agency's subject matter expert on nonprofit accounting, Uniform Guidance (2 CFR Part 200), and federal grant compliance requirements. b. Prepare grant budgets and budget narratives for grant applications in coordination with the Director of Fund Development and executive leadership, in a timely manner to meet grant deadlines. c. Maintain knowledge of all funding sources and appropriate/allowable expenses; ensure compliance with allowable cost standards, procurement requirements, internal controls, and documentation standards. d. Ensure compliance with funding sources' contract obligations and grant reporting requirements, including preparation and timely submission of monthly, quarterly, and annual financial reports to grant agencies. e. Draw down grant funds and/or invoice funders in a timely manner; maintain financial spreadsheets and the accounting system of funds. f. Monitor changes in federal regulations and recommend updates to agency policies, procedures, and practices. g. Provide fiscal guidance and technical assistance to staff regarding federal funding requirements and grant administration. h. Maintain positive working relationships with funders. IV. Pass-Through Funding and Subrecipient Monitoring a. Oversee financial administration and monitoring of pass-through funds and community-based awards/contracts. b. Establish and maintain processes for subrecipient financial review and monitoring. c. Review reimbursement requests, financial reports, and supporting documentation submitted by community-based partners, via Submittable. d. Identify fiscal risks and recommend corrective action when necessary. V. Internal Controls, Policy and Audit a. Lead the development, implementation, review, and continuous improvement of financial, accounting, procurement, grants management, and internal control policies and procedures. Ensure policies remain current with evolving nonprofit accounting standards, Uniform Guidance requirements, and industry best practices. b. Coordinate with EFP's outside auditor on preparation of the annual audit and related tax forms. Additional Responsibilities- Provide technical assistance to EFP staff on QuickBooks, grants, financial reporting, and general fiscal information.
- Participate in Board meetings as requested by the Co-Presidents.
- Identify and participate in ongoing education and professional development on relevant topics.
- Actively part of and support the work of the Business Operations Team, and partner with the Director of Business Operations.
- Safeguard the confidentiality of organizational, financial, and personnel information, exercising discretion in handling records, files, applications, proposals, and similar confidential materials.
