Job Description

West Kern Water District is seeking a General Manager. The General Manager serves as the chief executive officer of the District, providing strategic, operational, and organizational leadership to ensure the reliable delivery of water services. Reporting directly to the Board of Directors, the General Manager oversees all District functions, aligns operations with Board priorities, and represents the agency in a wide range of regulatory, regional, and community settings. The ideal candidate is a seasoned public sector executive with a proven record of leading complex organizations and advancing strategic priorities. They bring a strong foundation in governance, public administration, and operational excellence, paired with the ability to think proactively and position the District for long-term success. With expertise, or the capacity to quickly develop expertise, in water systems, policy, and regulatory frameworks, they effectively navigate compliance and evolving environmental demands. An exceptional relationship builder, they foster trust and collaboration with elected officials, partner agencies, stakeholders, and the community. This leader demonstrates strong financial and operational acumen, successfully overseeing budgets, capital programs, and infrastructure initiatives. Results-driven and adaptable, they combine sound judgment, innovative problem-solving, and strong negotiation skills, while championing organizational development, accountability, and staff growth.
