Job Description

Role Overview This dual-function role provides high-level leadership for the Section 8 Housing Choice Voucher (HCV) program and ensures unit safety through NSPIRE inspections. This position also serves as the designated backup for the Executive Director , requiring administrative versatility and financial stewardship. Key Responsibilities HCV Program Administration -Oversee full lifecycle management including applicant eligibility, annual and interim recertifications, and voucher issuance.
Case Management & Eligibility:
Performs annual and interim re-certifications, calculates tenant rent and Housing Assistance Payments (HAP), and verifies income using EIV.
Compliance & Reporting:
Ensures compliance with HUD regulations and PHA Administrative Plans, prepares SEMAP (Section 8 Management Assessment Program) documentation, and submits VMS (Voucher Management System) reports.
Landlord & Tenant Relations:
Processes moves, conducts client briefings, and resolves landlord issues regarding contracts and damages. •
Inspections:
Conduct, document, and upload inspection results for initial, annual, special, and re-inspections of dwelling units.
Compliance:
Apply NSPIRE standards to assess units for health and safety deficiencies and ensure compliance with HUD regulations and state and local codes.
Reporting:
Notify landlords and tenants in writing regarding deficiencies, necessary repairs, and re-inspection schedules.
Scheduling:
Coordinate with landlords, tenants, and staff to schedule inspections within mandated timeframes.
Documentation:
Maintain accurate records in the electronic filing system, including lead-based paint data and tenant files.
Required Knowledge and Skills HUD Regulations:
Deep understanding of HUD regulations, Section 8, and Fair Housing laws.
Technical Proficiency:
Competence in housing software (e.g., PIC) and Microsoft Office.
Administrative Skills:
Excellent organizational skills, ability to manage high-volume caseloads, and high accuracy in mathematical calculations.
Communication:
Ability to work with diverse populations, landlords, and staff.
Qualifications Experience:
Previous experience in housing management or related administrative roles
Education:
Associates or bachelor's degree in business or social services is preferred.
Certifications:
HUD NSPIRE
Inspector Certification and HCV Program Administrator is highly preferred or must be obtained within 1 year of hire. Must be bondable.
Experience:
Previous experience with HQS or NSPIRE inspections, or familiarity with housing standards.
Skills:
Strong communication, organizational, and interpersonal skills. Knowledge of MS Office and electronic inspection software (tablets). Physical Requirements Must be able to conduct field inspections, which includes driving, walking, bending, climbing stairs, and inspecting all areas of a property. Must possess a valid driver's license and reliable transportation for field inspections. Direct experience with accounts payable and payroll administration. Strong knowledge of HUD/Section 8 regulations and
NSPIRE/HQS
inspection protocols. Ability to work with diverse populations and maintain a high degree of confidentiality. Executive Director Backup (Administrative & Financial) •
Operational Continuity:
Provide management coverage and operational decision-making in the absence of the Executive Director. •
Payroll & Accounts Payable:
Process agency-wide payroll and manage daily accounts payable to ensure timely vendor and staff payments.
Benefits Paid Vacation Time Paid Sick Leave Pay:
$35,000.00 - $54,000.00 per year
