The Rural Health Transformation Program (RHTP) , authorized under the One Big Beautiful Bill Act (Section 71401 of Public Law 119-21) , is transforming healthcare delivery across rural America by improving access, quality, and outcomes through innovative, system-wide change. We are seeking an experienced and collaborative Community of Practice (CoP) and Learning Manager - Dental to lead statewide learning initiatives that support rural dental providers, promote evidence-based practices, and strengthen the integration of oral health within the broader healthcare delivery system. Position Summary The Community of Practice and Learning Manager - Dental is responsible for designing, implementing, and evaluating learning collaboratives and communities of practice that support dental practice transformation across participating rural healthcare organizations. This position will foster peer-to-peer learning, facilitate knowledge sharing, coordinate educational programming, and promote the adoption of best practices that improve access to care, quality, workforce development, and patient outcomes. Working closely with dental providers, federally qualified health centers (FQHCs), rural health clinics, hospitals, professional associations, academic institutions, and community partners, the Manager will create meaningful opportunities for collaboration, innovation, and continuous learning. Key Responsibilities Develop and manage statewide dental Communities of Practice that engage rural dental providers and healthcare partners. Design and coordinate learning collaboratives, webinars, workshops, peer-learning sessions, and educational events that support practice transformation. Identify evidence-based practices and emerging innovations in oral healthcare and facilitate their adoption across participating organizations. Collaborate with subject matter experts, clinical leaders, and external partners to develop educational content and technical assistance resources. Support quality improvement initiatives by helping practices use performance data, clinical quality measures, and operational metrics to drive improvement. Promote the integration of oral health with primary care, behavioral health, and other healthcare services to advance whole-person care. Evaluate learning activities using participant feedback, performance measures, and outcomes data to continuously improve programming. Develop toolkits, implementation guides, resource libraries, and communication materials to support participating organizations. Build strong relationships with stakeholders and foster a culture of collaboration, innovation, and continuous improvement. Maintain project documentation and prepare reports required by program leadership and funding agencies. Qualifications Bachelor's degree in Dental Hygiene, Public Health, Healthcare Administration, Education, Organizational Development, or a related field required; Master's degree preferred. Minimum of five years of experience in dental practice management, quality improvement, healthcare education, practice facilitation, workforce development, or healthcare program management. Experience developing and facilitating adult learning programs, learning collaboratives, or Communities of Practice. Knowledge of rural healthcare, oral health delivery systems, quality improvement methodologies, and value-based care. Strong project management, facilitation, presentation, and relationship-building skills. Experience using virtual learning platforms and learning management systems. Excellent written and verbal communication skills. Ability to travel throughout the state as needed. Preferred Qualifications Licensed Dental Hygienist (RDH), DDS, DMD, or other oral health professional background. Experience working with FQHCs, rural health clinics, dental schools, public health agencies, or statewide oral health initiatives.
