POSITION SUMMARY
The Administrative Clinical Director provides both clinical and administrative leadership for Steps to Recovery Homes. This position is responsible for ensuring the delivery of ethical, high-quality, client-centered behavioral health services while maintaining compliance with applicable federal and Arizona laws, regulations, licensing requirements, contractual obligations, and accreditation standards, including CARF and/or Joint Commission standards, as applicable. The Administrative Clinical Director provides oversight of the clinical department, including clinical supervision, treatment planning, assessments, therapeutic programming, documentation, staff development, quality assurance, risk management, and clinical program outcomes. In the administrative capacity, this position works closely with the CEO and Leadership Team to establish organizational priorities, develop and implement policies and procedures, support strategic planning, monitor operational effectiveness, maintain regulatory compliance, and promote organizational sustainability and growth. The Administrative Clinical Director serves as a key member of the organization's leadership team and is expected to model professionalism, ethical practice, accountability, collaboration, confidentiality, and a strong commitment to the organization's mission, values, and clients.
ESSENTIAL JOB FUNCTIONS I.
Clinical Leadership and Oversight Provide clinical leadership and oversight for the organization's behavioral health and therapeutic services. Provide clinical supervision to assigned therapists and other clinical personnel in accordance with applicable licensure requirements and organizational policies. Ensure that clinical services are delivered in an ethical, professional, trauma-informed, culturally responsive, and client-centered manner. Oversee the assessment, treatment planning, implementation, review, and discharge/aftercare planning processes for clients. Ensure that initial assessments and treatment plans are completed within required timeframes, including the organization's expectation that initial treatment planning and assessments are initiated or supervised within 48 hours of intake. Monitor the quality, appropriateness, and effectiveness of individual, group, family, and other therapeutic services. Provide clinical consultation to therapists, case managers, peer support staff, behavioral health technicians, and other personnel as appropriate. Provide or arrange clinical coverage when necessary to maintain continuity of client care. Provide direct clinical services when necessary and within the scope of the individual's license and assigned responsibilities. Oversee clinical response to client crises, emergencies, behavioral concerns, and other situations requiring clinical intervention. Ensure appropriate coordination of care with external providers, referral sources, healthcare professionals, behavioral health organizations, and community partners. Support appropriate discharge planning, continuing care, relapse-prevention planning, and connection to community resources and ongoing recovery supports. II. Clinical Program Development Develop, implement, evaluate, and continuously improve clinical programs and services consistent with the organization's mission and the needs of the population served. Establish and maintain appropriate curricula for outpatient and other clinical programming in collaboration with program leadership and clinical staff. Oversee the development and implementation of individual therapy, group therapy, family therapy, psychoeducation, relapse prevention, aftercare, and other appropriate behavioral health services. Evaluate clinical programming for effectiveness, client outcomes, accessibility, and alignment with applicable standards. Identify gaps in clinical services and recommend strategies, resources, staffing, or program changes to address identified needs. Ensure that clinical programming remains current and consistent with accepted professional practices, contractual requirements, and applicable accreditation standards. III. Clinical Documentation and Quality Assurance Establish and monitor standards for timely, accurate, complete, and clinically appropriate documentation. Review clinical records and documentation as necessary to ensure compliance with organizational, licensing, contractual, payer, and accreditation requirements. Monitor treatment-plan reviews, progress notes, assessments, discharge summaries, and other required clinical documentation. Participate in quality assurance and performance improvement activities and develop corrective action plans when deficiencies are identified. Establish measurable clinical performance indicators and monitor outcomes to evaluate the effectiveness of programs and services. Review trends in client outcomes, incidents, grievances, clinical documentation, utilization, and other relevant data to identify opportunities for improvement. Ensure required reports and records are completed and submitted accurately and timely to licensing, regulatory, accrediting, contracting, monitoring, and referral agencies. Participate in internal audits and assist with external audits, licensing reviews, accreditation surveys, and monitoring activities. Maintain appropriate safeguards for protected health information and ensure compliance with confidentiality and privacy requirements. IV. Compliance, Accreditation, and Risk Management Maintain working knowledge of applicable Arizona behavioral health regulations, professional standards, contractual requirements, and accreditation standards. Assist the organization in maintaining compliance with applicable requirements of the Arizona Revised Statutes, Arizona Administrative Code, Arizona Department of Health Services requirements, CARF, Joint Commission, payers, and other applicable regulatory or contractual entities. Develop, review, update, and implement clinical policies and procedures to support regulatory and accreditation compliance. Ensure staff understand and consistently follow organizational policies, procedures, clinical standards, and applicable regulations. Monitor compliance deficiencies and participate in the development and implementation of corrective action plans. Ensure crisis, emergency, incident-reporting, client-safety, and risk-management procedures are understood and implemented by staff. Participate in investigations of clinical incidents, complaints, grievances, and other matters involving client care or staff conduct, as appropriate. Serve as a clinical resource during regulatory, accreditation, or contractual reviews. Maintain appropriate documentation demonstrating compliance with applicable standards. V. Administrative and Organizational Leadership Serve as a key member of the Executive/Management Team in developing and implementing the organization's mission, vision, values, strategic priorities, and operational objectives. Work closely with the CEO and Leadership Team to establish departmental goals, priorities, performance expectations, and organizational initiatives. Participate in strategic and long-range planning and assist in translating organizational goals into measurable departmental objectives. Develop and maintain an effective clinical department structure, including clearly defined roles, responsibilities, reporting relationships, and performance expectations. Monitor clinical department operations and identify opportunities to improve efficiency, communication, accountability, and quality of service. Participate in regular management and leadership meetings and provide clinical and operational updates. Collaborate with administrative, financial, human resources, billing, program, and other departments to ensure effective coordination between clinical and administrative functions. Provide clinical guidance to administrative staff regarding programmatic, client-care, and behavioral health matters. Assist with organizational policies, procedures, contracts, program development, and other administrative matters as directed by the CEO or governing authority. Review and provide input regarding contracts, agreements, and service arrangements that affect clinical operations, as appropriate. Maintain appropriate administrative records and ensure staff have access to the information, resources, and systems necessary to perform their duties. VI. Staff Supervision, Training, and Development Recruit, interview, select, onboard, supervise, evaluate, mentor, and develop clinical staff in collaboration with the CEO/Administrator and Human Resources, as applicable. Establish appropriate clinical supervision schedules and ensure required supervision is documented. Conduct or coordinate clinical staff meetings and case consultation meetings. Develop and provide staff training related to clinical practices, documentation, ethics, confidentiality, crisis response, client rights, policies and procedures, and regulatory/accreditation requirements. Identify staff training needs and develop or recommend continuing education and professional development opportunities. Promote a professional, respectful, collaborative, and accountable staff culture. Address performance concerns, professional conduct issues, and clinical practice concerns in accordance with organizational policies. Mentor staff and encourage professional growth, teamwork, accountability, and continuous improvement. VII. Utilization, Payer, and Financial Coordination Provide clinical oversight and support for insurance utilization reviews and medical-necessity documentation, as applicable. Collaborate with billing and administrative personnel to identify and resolve clinical documentation issues that may affect billing, reimbursement, or compliance. Ensure clinical documentation supports services billed and services authorized, when applicable. Monitor utilization and service-delivery trends and make recommendations regarding program capacity, staffing, and service needs. VIII. Client Rights, Grievances, and Advocacy Promote and protect client rights, dignity, privacy, safety, and confidentiality. Ensure clients receive services consistent with their individualized treatment needs and applicable standards of care. Participate in the review and resolution of client, family, employee, referral-source, or other grievances related to clinical services. Serve as an administrative and clinical resource for resolving concerns involving client care. Ensure that client concerns are addressed promptly, professionally, objectively, and in accordance with organizational policies. IX. Community and Professional Relationships Develop and maintain positive working relationships with healthcare providers, behavioral health organizations, referral sources, regulatory agencies, community partners, and other stakeholders. Serve as a representative of Steps to Recovery Homes at professional meetings, community events, partner meetings, and other appropriate functions. Participate in community collaboration and networking activities that support access to services, continuity of care, and organizational growth. Serve as a liaison between Steps to Recovery Homes and external organizations when appropriate. X. Leadership Accountability Maintain strict confidentiality regarding client, employee, organizational, financial, and other protected information. Demonstrate professional judgment, ethical conduct, accountability, and appropriate boundaries at all times. Ensure that personal professional licensure and required credentials remain current and in good standing. Maintain current knowledge of behavioral health practices, regulations, accreditation standards, and developments affecting the organization's services. May participate in an on-call or after-hours response structure as assigned by the CEO and consistent with organizational policy. Perform other duties and responsibilities reasonably related to the position as assigned by the
CEO. EDUCATION, LICENSURE, AND EXPERIENCE
Required Qualifications Master's degree or higher in counseling, social work, behavioral health, psychology, or another closely related field. Current, unrestricted independent Arizona behavioral health professional license appropriate to the position, such as LPC, LCSW, or LISAC , as applicable to the individual's scope of practice and assigned responsibilities. Minimum of five years of professional experience providing counseling, behavioral health, substance-use-disorder, or related mental health services. Minimum of three years of progressive supervisory, management, or clinical leadership experience. Demonstrated experience providing clinical supervision and managing clinical personnel. Demonstrated experience in behavioral health program development, implementation, and evaluation. Working knowledge of Arizona behavioral health regulations and requirements applicable to the organization's services. Knowledge of CARF and/or Joint Commission standards applicable to behavioral health services is strongly preferred. Experience with quality assurance, performance improvement, clinical documentation, audits, licensing, or accreditation is strongly preferred. Must be able to successfully complete all required background checks and credentialing requirements of Steps to Recovery Homes.
