Tri-City Mental Health Authority is currently hiring to fill a vacancy for the position of Clinical Program Manager for our Quality, Compliance & Health Information (QCHI) department. The Clinical Program Manager provides day-to-day leadership for assigned QCHI functions, supporting quality assurance, regulatory compliance, and confidential health information. They will guide staff, improve workflows, and collaborate with clinical and administrative teams to support consistent documentation and effective services. Under general supervision and direction, this position reports to the Chief Compliance Officer and supervises the QA Team, Medical Records Supervisor, and Medical Records staff.
EXAMPLES OF ESSENTIAL DUTIES
: Essential duties include, but are not limited to, the following: Plan, organize, and manage assigned functions within the Quality, Compliance & Health Information (QCHI) department under the direction of the Chief Compliance Officer. Provide direct and indirect supervision of the QA Team, Medical Records Supervisor, and Medical Records staff, including training, work assignments, and performance evaluations. Develop, implement, review, and update policies and procedures to support quality assurance, compliance, and medical records operations. Establish systems to monitor documentation, privacy compliance, and key performance indicators; identify concerns and recommend corrective actions. Review selected treatment plans, case histories, and clinical documentation for quality and completeness; provide consultation to clinical supervisors regarding identified concerns. Oversee the maintenance of medical records and preparation of reports in accordance with Agency policies and applicable requirements, including HIPAA and HITECH. Monitor assigned operations for compliance with local, county, state, federal, and Agency requirements. Evaluate workflows and reporting systems to improve efficiency, accuracy, and consistency across assigned functions. Collaborate with clinical and administrative leaders to address documentation and service delivery concerns and support quality improvement efforts. Prepare clear reports and communicate significant findings, operational concerns, and recommendations to the Chief Compliance Officer and appropriate Agency leadership.

EDUCATION AND EXPERIENCE
Education:
Equivalent to a master's degree from an accredited college or university in Public Health, Health Administration, Healthcare Administration, Public Administration, Business Administration, Health Informatics, Data Analytics, Statistics, Organizational Leadership, Behavioral Health Administration, Human Services, or a closely related field.
Experience:
Five (5) years of progressively managerial or superviosry experience in a mental health setting, including experience in a responsible management capacity, including experience in quality improvement, performance improvement, healthcare quality, organizational performance management, data analytics, healthcare administration, behavioral health administration, or a closely related field, including responsibility for leading organization-wide quality improvement initiatives, performance measurement, and regulatory reporting.
Preferred Certifications:
Certified Professional in Healthcare Information and Management Systems (CPHIMS) Certified Professional in Healthcare Quality (CPHQ) Lean Six Sigma Green Belt or Black Belt Project Management Professional (PMP) These certifications are desirable but not required.
Required Licenses and Certifications:
Licensed Psychologist (PhD), Licensed Clinical Social Worker (LCSW), or Licensed Marriage and Family Therapist (MFT)
